This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. The purpose of this requirement is to provide programmatic technical expertise, program analysis, and development, modernization and enhancement support to the existing HRSA mission critical data-focused Grants performance reporting IT systems (outlined in Table 1 below), which are integrated with the core Electronic Handbooks (EHBs) already in-place. This will enable OIT to better utilize HRSA's performance reporting systems by developing and integrating new business processes into the EHB software to ensure it continues to be managed efficiently and in compliance with mandated Agency-wide and Federal policies, procedures, and legislation. Interested small businesses are encouraged to respond to this notice. Interested parties having the capabilities necessary to perform this requirement may submit capability statements in PDF format via email to LaTarsha Rogers (lrogers@hrsa.gov). All questions are due on or before January 19, 2017 at 9:00am est.
