Statement of Work STATEMENT OF WORK FOR PORTSMOUTH NAVAL SHIPYARD ENGAGEMENT SIMULATIONS SYSTEMS (ESS) TRAINING 4 I 1.0 BACKGROUND AND INTENT: The Portsmouth Naval Shipyard (PNS) Security Department, Code 1120 is seeking a contractor to provide Naval Sea Systems Command (NAVSEA) required tactical training for US Navy Security Force Personnel (NSF) during Calendar Year 2017. This training must be designed an~ implemented to improve tactics, skills, firearms proficiency, coordination and communications when confronting aggressors, active shooters and others whose intent it is to commit the acts of theft, injury to personnel and the sabotage of property which is vital to national security. 2.0 SCOPE OF WORK: The contractor shall provide a training facility within a distance of not greater than 25 miles from Portsmouth Naval Shipyard, Kittery, Maine. The training facility shall have the general requirements as identified in section 5.0 of this document. 3.0 BASIS OF BID: 4 J The contractor shall provide a firm fixed price, for up to eighty personnel, and reflect the value of the material, labor and equipment with a line item total. 4.0 PERIOD OF PERFORMANCE: Length of contract March 01, 2017 to August 30, 2017. 4 I 5.0 TRAINING REQUIREMENTS: The means and methods associated with this training shall be in accordance with the tasks which are specified in the following training requirements and shall comply with all US Navy Regulations. 5.1. All training and scheduling shall be fully coordinated and approved with the Portsmouth Naval Shipyard NAVSEA Representative. 5.2. Training shall consist of a two ten hour day curriculum for each NSF personnel commencing on March 01, 2016 2017 and concluding on August 30, 2017. NSF members will be scheduled to attend training in groups of ten personnel. 5.3. The following curriculum shall be implemented by the contractor; Day 1 (10 Hours).• I Safety Briefing Concept of Operation ! M9 Pistol M9 Pistol Marksmanship Training M9 Tactical Training Shooting on the Move Alternative Shooting Positions Barricaded/Cover Shooting Stress Drills : M16A3 Rifle Refresher Foundational Training Shooting on the Move Alternative Shooting Positions Barricaded/Cover Shooting Stress Drills Pistol Transition ! M500 Familiarization Training \ Basic Handling and Manipulations Practical Shooting Drills j l Day 2 (10 Hours) ! Tactics Individual Tactical Movement Small Team Tactics I Working On and around elevated structures (simulated dry docks) Working in and around vehicles Tactical Communications ! Force on Force Scenarios (utilizing simunitions) Isolation exercises to test individual skill and response Individual practical security related scenarios Small team tactics based scenarios specific to mission ! Debriefing and lessons learned ! Mindset and individual readiness awareness discussions 5.4. Safety Equipment: The contractor shall provide hearing protection and safety glasses, NAVSEA will provide knee pads. All simunitions safety equipment (helmet/mask and padding) will be provided by the contractor. S.S. Contractor Training Staff: The contractor shall provide a minimum of two I instructors per every ten students. The instructors shall be currently employed by, or retired (having not been retired for more than one year) from a civilian Police Department and must also have been a member of a Special Weapons And Tactics (SWAT) Team or Special Response Team (SRT) and must currently hold, or have held (not held for less than 1 year) a S.W.A.T or S.R.T Instructor Certification. 5.6. Training Facility: The contractor shall provide a safe and secure training facility that will meet all US Navy Regulations. In addition, the following facilities shall be part of the training facility; ! Multi-level live fire shoot houses with multiple entries, exterior ladders and elevated bridges/catwalks which can accommodate both large and small teams. ! Multi-purpose outdoor tactical firing ranges that can be re-configured to support multiple large and small team scenarios with distances up to 100 yards. ! Indoor and outdoor, force on force training facilities that can accommodate both large and small t eam simunition training exercises. ! Classrooms that will support safety briefings. 5.7. Weapons and Ammunition : The NSF will provide and transport to the contractor training facility each day all live fire weapons (M9, MSOO and M16A3) platforms and the following live fire ammunition; : 9mm Full Metal Jacket (FMJ) 500 rounds minimum. : 12 Ga. (OO&Slug) 50 rounds minimum. :.556 FMJ 500 rounds minimum. 5.8. Simunitions: The contractor will provide all simunition weapons and simunition marking ammunition, 75 rounds per student minimum. The simunition weapons platforms shall be the.M16/M4 and the M9, or, another 9mm pistol that operates similar (loading and nomenclature) to the M9. 6.0. The contractor shall provide each participant who successfully completes this training with a printed certificate of completion. The contractor shall not be responsible for meals, lodging or transportation.
