Description
Description The RFQ for Medical Gas Outlet Testing at the Minneapolis VA Medical Center will be posted within the next 12 to 24 hours. Location: 1 Veterans Drive Minneapolis Minnesota 55417 The testing and certification procedures shall follow NFPA-99, 2015 version guidelines. All medical gas outlets shall be tested for: Flow Functionality Purity, to include Particulate, gas concentration, and cross-connection. There are approximately 36 alarms and 58 medical gas zones, with 3000 outlets, located throughout the Minneapolis VAHCS facility. A minimum of 75% of the outlets shall be tested, with locations to be at the discretion of the VA.   The majority of the inspections will be performed during off-peak hours, which normally means during the evening and overnight hours. All Contractor employees shall be accompanied by VA Police or other authorized designees in order to access all required work areas. The work shall be scheduled and set up at least 48 hours in advance of work to be performed, with notification and acceptance from Facilities Engineering, any affected departments and VA Police of the VAHCS. Medical Gas Inspector Qualifications: The Contractor shall hold a current and valid ASSE Medical Gas Verifier 6030 certification, ensuring all qualifications meet the requirements as stated in the 2015 version of NFPA 99. Any personnel representing the contractor and performing the actual inspections shall also be qualified to at least the ASSE Medical Gas Verifier 6030 certification level. The VAHCS shall receive the copy of the certifications upon acceptance of any contract award or no work shall be performed, nor accepted, until proof of licensing is verified.   The Contractor shall use testing equipment that is calibrated and adheres to the standards and criteria set forth by the National Institute of Standards and Technology (NIST), as recommended by the ISO-9001 requirements. As proof of current calibration, the Contractor shall provide a Traceable Calibration Certificate to the VAHCS, presented upon initial contract issuance and each time certificates are updated.   Each Service Technician shall be trained and qualified to test and repair the equipment they are dispatched to diagnose, repair and/or perform maintenances services upon.   Testing Schedule: All testing for patient side equipment shall begin no later than February 9th, 2017. Testing shall be complete no later than 30 calendar days from the day the testing work is first initiated. Source and Alarm inspection shall be done in the spring time after the thaw and completed no later than the 15th of May, 2017. The Minneapolis VAHCS is requesting a base year contract, with two (2) option years available. The requested start date for the new contract is February 1st, 2017.     Hydrocarbon testing shall be completed on a Quarterly basis and performed during the middle of the quarter (Examples: March 1st, May 1st, August 1st, November 1st), and must not interfere with patient care functions of the medical center. Deficiency findings: Documentation shall be completed and include all necessary information to comply with all Joint Commission requirements. The Contractor shall provide complete service reports to the Facilities Engineering Department in both PDF and Excel format. The vendor shall submit a quote for repair costs of all deficiency findings. There will be an initial specified amount of funds set aside for the repairs of any medical gas systems and devices that may be discovered during the inspection process. These funds shall considered optional and will be approved and expended at the sole discretion of the Minneapolis VA.   Any and all repairs shall be approved in writing by the COR or designee from Facilities Engineering, prior to any repairs being started.   Vendor pricing structure: Vendor shall submit pricing in their bids for the following two items: Total price for testing and inspection services of all medical gas outlets and ancillary systems. Hourly rates to repair any deficiencies found during the testing inspection.
