Description
Veterans Affairs Network Contracting Office 6 (NCO 6) intends to negotiate on a sole source basis with Beacon Point Associates (DUNS: 078717364), pursuant to FAR part 12, FAR part 13, and specifically FAR 13.106-1(b)(1) and VAAR 819.7007 procedures. The proposed sole source purchase order is for a maintenance contract to support existing Stryker brand Neptune waste management equipment. The NAICS code for this contract action is 811219, Other Electronic and Precision Equipment Repair and Maintenance, with a Size Standard of $20.5 million annual revenue. The Product Service Code for this action is J065, Maintenance, Repair, and Rebuilding of Equipment- Medical, Dental, and Veterinary Equipment and Supplies. The facility requires maintenance of Stryker brand Neptune 2 Rovers and Docker equipment used for waste management during surgical procedures. The maintenance agreements being purchased will include 2 PMs per year, as well as all labor and parts for emergent repairs. Beacon Point Associates is a SDVOSB distributor of Stryker Corporation. Only the Stryker maintenance contract is authorized by the OEM, meaning alternative third-party services would include grey market materials in violation of Veterans Health Administration procurement policy. Award will be issued to Beacon Point Associates, under the authority at VAAR 819.7007, Sole source awards to service-disabled Veteran-owned small business concerns. This notice of intent is not a request for competitive proposals; however, any responsible source who believes it is capable of meeting the requirement, under authorization of the Original Equipment Manufacturer (OEM), may submit a capability statement to the contracting office no later than Thursday, January 19, 2016, 05:00PM EST. Interest/capability statements may be sent to Daniel Spaulding, Contract Specialist, at daniel.spaulding@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
