Description
Combined Synopsis/Solicitation THIS IS A SOLE SOURCE PROCUREMENT. This is a combined synopsis/solicitation prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This synopsis/solicitation is a Request for Quotation (RFQ) issued by the Federal Highway Administration Western Federal Lands Highway Division (WFLHD) for the upgrade and certification of WFLHD's existing Ames Engineering High Speed Inertial Profiler 8200 inertial profiling system. The contractor must furnish and install the following: two new line laser assemblies, one GPS-based Distance Measuring Instrument (DMI) component, new firmware for the Data Acquisition Unit, new high speed inertial profiling software, and one new ruggedized laptop. Sustainable acquisition requirements apply and are included in FAR clause 52.212-5. All items shall be delivered within 42 days of contract award. Delivery shall be made to the WFLHD office in Vancouver, WA. The RFQ number is DTFH7017Q00012. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95. Due to the proprietary nature of the system, the Government intends to acquire these supplies and services on a noncompetitive basis from Ames Engineering, Inc., located in Ames, Iowa. Ames Engineering is the only known source for the proprietary hardware, software, firmware, and installation methods required for this upgrade. However, all responsible sources may submit a quotation which shall be considered by the agency. Quotes are due by 4:00 p.m. Pacific on January 27, 2017. It is the quoter's responsibility to be familiar with applicable clauses and provisions. FAR provisions and clauses may be viewed and/or downloaded from https://www.acquisition.gov. Once this combined synopsis/solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any amendments to the solicitation. Quoters must be registered in the System for Award Management (www.sam.gov) prior to award.
