- THIS IS A SOURCES SOUGHT ANNOUNCEMENT, A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. The Naval Facilities Engineering Command Midlant (NAVFACMIDLANT) is seeking qualified and interested parties in any of the following categories: U.S. Small Business Administration (SBA) certified 8(a), HubZone Small Business (HubZone), Service Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small Business and/or Small Business (SB) sources with current relevant qualifications, experience, personnel, and capability of performing construction services for the Dental Clinic Replacement Project, Marine Corps Base, Camp Lejeune, Jacksonville, NC. Responses must include identification and verification of the companys small business status. The Dental Clinic Replacement project will construct a new multi-story free-standing facility of approximately 70,295 SF with a partial third floor. All Engineering systems will be furnished including Structural, Fire Suppression, Plumbing, HVAC, Electrical, and Communications. The structural system is a structural steel frame, with steel beams supporting concrete on metal deck for floor and light gage metal trusses or steel beams with metal deck for roof support. The lightly loaded columns will be supported by native bearing with a relatively low allowable bearing pressure. The heavily loaded columns will be supported by soils improved via ram aggregate columns. The facility will be fully sprinklered in accordance with DOD criteria. Plumbing systems include potable cold water, hot water, sanitary sewer and roof drainage. Centrally-piped medical gases will include dental compressed air and oral evacuation. Mechanical airside systems include central station air handling units with air terminal valves and exhaust fans. The airside supply, return and exhaust air systems will be fully ducted. The mechanical equipment will be controlled by a Direct Digital Control system (DDC). The facility will be served by a main stand-alone switchboard fed from a pad-mounted service transformer located in the equipment yard. A lightning protection system will be provided. The voice and data system will include equipment racks, cabling, combination voice and data outlets, and termination equipment. Other communications systems include cable television system, nurse call system, public address and paging systems, fire alarm, mass notification, intrusion detection system, staff assist system, and access control system. Construction of supporting facilities will include all site utilities, site preparation, site improvements, paving (parking and roadways), and access roads Phasing required for demolition of existing buildings 100, 102, adjacent utility building 102A, and any remaining elements of previously-demolished building 106. Submit a minimum of two (2) and a maximum of five (5) relevant construction projects completed in the past seven (7) years that best demonstrate your experience on projects that are similar in size, scope, and complexity. Of the projects submitted, at least one must be Medical and/or a Dental Facility. For purposes of this synopsis, relevant project is defined as follows: Similar size: 50,000 SF or greater for multiple level covered structures and project value of $20,000,000 or greater. Similar Scope: 1) New construction of a dental facility, medical mixed use facility and surgical ambulatory outpatient facility. Similar Complexity: Project(s) demonstrating similar complexity need not be of similar size or scope. 1. Project(s) demonstrating the ability to manage a multi-storied project on constrained site. 2. Project(s) demonstrating experience relating to: the installation of Specialized foundations and soil densification, familiar with the requirements of the UFC 4-510-01, has experience laying brick in a Georgian / historic aesthetic context, experience with installing elevators that meet the Navy Design criteria, installation of high performance energy systems and performing enhanced commissioning of a building. 3. Provide recent project examples performed by you as the prime contractor that have been awarded a LEED Certification by the USGBC. Note: Project(s) must have achieved certification from the USGBC any other designation such as Designed to Achieve , In-Process or Self Certified will not be accepted. 4. Project(s) demonstrating experience in complying with environmental permits in the state of North Carolina. Though requirements listed under complexity are mandatory, it is not required that all be included in one project. Requirements are allowed to be listed throughout the maximum five project requirement. RESPONSES ARE DUE ON February 1, 2017 by 2:00 P.M. EST. LATE RESPONSES WILL NOT BE ACCEPTED.
