Description
Request for Information (RFI) Inmate Telephone Services (ITS) RFIP0700NAS170003 Introduction The Federal Bureau of Prisons (Bureau) is seeking comments from the industry and qualified sources to provide telephone services to the inmate population in the contiguous United States, Hawaii and Puerto Rico. Background In 1930, the Bureau of Prisons (Bureau) was established within the Department of Justice and charged with the management and regulation of all Federal penal and correctional Institutions. Specifically, the Trust Fund Branch (TFB) is responsible for ITS to provide reliable telephone service to the inmate population. It is essential to support the requirements of Bureau's investigative and intelligence staff. Based upon a review of recent calling reports, the Inmate Telephone System is processing approximately 3.5 million local, long-distance, and international telephone calls per month. Telephone calls are outbound calls only. Additional information on the Bureau of Prisons can be found at www.bop.gov. Description of Information Requested 1. A draft copy of the SOW and attachments have been provided for comments and recommendations. Please include the exact location of all comments/recommendations refer to in the SOW and attachments. 2. Provide a brief overview, not to exceed 2 pages, of your organization's services and experience. Include experience in the correctional environment, if any. 3. Does your organization have new or innovative technologies or solutions for this requirement? Briefly describe, not to exceed 2 pages. 4. What is your organizations business size standard and socio-economic program participation, if any? Please include NAICS and PSC codes. Refer to Federal Acquisitions Regulations Part 19 for more information. 5. Do you have hold a government wide acquisition contract that includes these services? For example: GSA FSS, NASA SEWP, etc. Please identify the Agency and contract number. 6. Is your organization currently registered with SAM.gov? 7. Include your DUNS and Bradstreet number. How to Respond Responses must be submitted on cd-rom in.pdf format. Responses should be received in the CONTRACTING OFFICE by February 1, 2017, no later than 11:00 am (EST). Responses may be submitted: • via by a single email, providing that the email size, including attachments is less than 12mb. If for some reason, the responses are requested by outside parties (i.e. FOIA request); the information is not protected as source selection information (FAR 2.101 and 3.104). If you intend for the information to be exempt from disclosure under FOIA Exemption 4, please indicate this in your response. Furthermore, indicate that your response is proprietary information may not be used, reproduced, or disclosed to any other parties for any other purpose without the expressed written permission of XXXXXX. (Provide individual name, title and contact information) This RFI is issued solely for information and planning purposes and does not constitute a Request for Quote (RFQ), Request for Proposal (RFP) or Bid. It is not a promise to issue a solicitation in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, the Bureau of Prisons is not, at this time, seeking proposals and will not accept unsolicited proposals. A response to this notice is not an offer and cannot be accepted by the government to form a binding contract. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested vendor's expense. Responses to this RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if any is issued.
