- Attachment Three (3) - WD 15-5455 (Rev.-2) Attachment Two (2) - WD 15-2511 (Rev.-4) Attachment One (1) - WD 15-2361 (Rev.-3) Solicitation - W912J3-17-T-0008 The New Mexico Army National Guard (NMANG) in Santa Fe, New Mexico is soliciting a total small business set-aside for Primary Rate Interface (PRI) Circuits & Direct Inward Dial (DID) numbers for Albuquerque, Farmington, Santa Fe, Rio Rancho, Belen, Roswell, Springer, and Las Cruces New Mexico. NOTE: This requirement will be open to large businesses if no small business proposals are received. The Government intends to award a onetime Firm Fixed Price contract. A solicitation will be issued along with this synopsis in accordance with FAR Part 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Items. A solicitation for this requirement will be available immediately on Federal Business Opportunities website (https://www.fbo.gov). All prospective offerors are responsible for retrieving the solicitation from this website, and to frequently monitor that site for any amendments to the solicitation. The Government estimates that an award will be made by early February 2017 to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government. To be considered for this award the contractor shall: 1.) Be able to meet all requirements defined in the synopsis, solicitation, and meet the requirements defined in the Performance Work Statement (PWS); 2.) Be registered and current in the System for Award Management (SAM) database per DFARS 252.204-7004 (www.sam.gov); 3.) Contractor shall be able to invoice through Wide Area Work Flow (WAWF) (https://wawf.eb.mil) for payments to be processed electronically. 4.) Submit a valid quote, including all pricing broken out per design. All questions pertaining to the details of the solicitation, or the Attachments themselves shall be submitted to NMANG Contract Specialist John P. McLaughlin by email only: john.p.mclaughlin74.civ@mail.mil, by 1PM MST on 25 January 2017 at 5PM; Questions will not be accepted after this date and an amendment to the solicitation will be posted shortly after answering any submitted questions. All responsible sources may submit one (1) quotation in accordance with the solicitation and shall be considered by the agency by responding to this solicitation or via email to John P. McLaughlin by 10AM MST on 31 January 2017.
