Description
This is not a request for quotes or proposals; the Government is seeking information for market research purposes only. The Department of Veterans Affairs, Network Contracting Office 8-San Juan, Puerto Rico is currently conducting a market survey for potential small business qualified firms capable of furnishing necessary labor, materials, supplies, and equipment to perform preventive maintenance, repairs, inspection, certification and related services to the medical grade liquid bulk oxygen tank system for the VA Caribbean Healthcare System, San Juan, Puerto Rico The North American Industry Classification System (NAICS) is 811219. The purpose of this notice is to gain knowledge of potential qualified sources for this procurement relative to NAICS Code 811219. Responses to this notice will be used by the Government to make appropriate acquisition decisions. Responses to this notice shall include company/individual name, a service capability statement, examples of similar facilities which you have provided services to (a capabilities statement), DUNS number, address, point of contact. Contractor must be registered in the System for Award Management (SAM) (see internet site: https://www.sam.gov). A solicitation is not currently available. If a solicitation is issued, it will be announced on the Federal Business Opportunities website: http://www.fbo.gov at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. E-mail: Mary.Gugliano@va.gov. Specific areas to be addressed in capability packages submitted by respondents are as follows: 1. Contractor to verify and/or inspect tanks pressure and levels. 2. Contractor to verify and/or inspect pipe pressure. 3. Contractor to verify and/or inspect leakage from valves, relief valves or piping connections. 4. Contractor to provide a certification of all replaced parts for oxygen service. 5. Contractor to verify and/or inspect Barton Gauges and compare readings with TRACER SUMMIT software. 6. Contractor will paint of bollards, tanks, and lines, as needed. 7. Contractor will pressure wash tanks and concrete are delimited by the fence. 8. Stainless steel control panel shall be cleaned. 9. Contractor to keep a permanent log of all inspections, pressure and level readings, and repairs performed. 10. Contractor to test all oxygen alarms. 11. Contractor to maintain and repair all oxygen tanks piping system, including, but not limited to: Tanks, piping, controls, signs, flow indicators and general area. 12, Contractor to provide annual replacement of safety relief valves for each tank. 13. Contractor shall have all the required training and certifications to perform as per contract. All certifications and training requirements shall be provided upon request to VACHS. 14. Contractor will be responsible in maintaining and providing all required markings, label, and Placards that are necessary to be posted on the government owned tanks per Federal and State regulations. It is anticipated that the contract will be a Firm Fixed Price with a Base Period and Four Optional Periods of 12 months each. ANY INTERESTED SMALL BUSINESSES should submit a capability statement that demonstrates the firm s ability to perform the key requirements described above. Standard company brochures will not be considered sufficient response to this Source Sought. In the capabilities statements, contractors should provide their size status for the above references NAICS code. (i.e. small, large) and whether or not they are certified SDVOSB, VOSB, Hub zone, 8(a) and women-owned concern. Responses to this notice must be submitted to ( mary.gugliano@va.gov ) not later than Friday, January 27, 2017 on or before 10:00am Eastern Time. No telephone inquiries will be accepted.
