- Battlefield Airman Military Free Fall THIS ANNOUNCEMENT IS NOT A NOTICE OF SOLICITATION ISSUANCE. This notice fulfills the transmittal of synopsis per FAR 5.203(a) and 5.204. Contracting Office Address Department of the Air Force, Air Force Installation Contracting Agency (AFICA) 338 SCONS/PKD 2021 First Street West, JBSA Randolph, TX, 78150-4302 Description/Requirement 338 SCONS/PKD, Joint Base San Antonio (JBSA) Randolph, TX is conducting an acquisition for Battlefield Airman Military Free Fall (BA MFF) Training. This is a pre-solicitation notice for an acquisition to provide non-personal services for personnel to conduct and support BA MFF training at a contractor selected facility. This notice does not constitute a request for proposal, request for quote, or invitation for bid. (Note: The description herein is a summary of the required services and is not intended to be all-inclusive). The overall mission of the BA MFF program is to provide MFF training as an initial skills course that provides academic, ground, vertical wind tunnel/simulation, and military freefall training to first time jumpers that meets United States Special Operations Command/United States Army Special Operations Command (USSOCOM/USASOC) curriculum requirements. Currently training is being provided for 140 students per year at Yuma, AZ. However, the Air Force (AF) has a need to train up to 300 students per year. This contract will be for approximately 160 students per year to supplement the existing Military Freefall courses and any number of students above the current total AF requirement of 300. Should training for the Air Force at Yuma, AZ be reduced or eliminated, the student load may surge to the full 300 students per year. A single Firm-Fixed-Price (FFP) contract will result from the solicitation. The contract will provide for one five (5) year ordering period (including a four (4) month mobilization period). The (RFP) is anticipated to be released on or about 10 Feb 2017. This will be an electronic solicitation release. No hard copies of the solicitation will be mailed. Solicitation, amendments, and other miscellaneous documents will be posted to Federal Business Opportunities (FBO) website http://www.fbo.gov, reference RFP number FA3002-16-R-0023. It is the responsibility of each offeror to review the web page for notice of amendments, updates, or changes to current information. This requirement will be conducted using Full and Open competition procedures. The Government anticipates significant subcontracting activity under this contract. A Source Selection will be conducted in accordance with FAR Part 15 and evaluated using the Tradeoff Source Selection Process. The Source Selection will be conducted at AFICA 338 SCONS, JBSA Randolph, TX in accordance with FAR Part 15, Contracting by Negotiation, Defense FAR Supplement Part 215.3, Source Selection, OSD/AT&L Memorandum, dated 01 Apr 16, Department of Defense Source Selection Procedures, Air Force FAR Supplement (AFFARS) Part 5315, Contracting by Negotiation, AFFARS Mandatory Procedures 5315.3, Source Selection and AFICA Mandatory Procedures 5315.3, Source Selection. In order to be eligible for award, registration under the correct NAICS code in the System for Award Management (SAM) database is required. To register, go to http://www.sam.gov. The NAICS code for this solicitation is 611699. The small business size standard is $11 million. There will be no public bid opening. Directions for proposal submission will be included in Section L of the RFP, Proposal Preparation Instructions. Restrictions regarding foreign bidders may be placed on the contract. Foreign bidders are instructed to indicate interest in the procurement to the Contracting Officer prior to submitting a proposal. Dates listed above are approximate and included for reference only.
