Description
The Bureau of Reclamation (Reclamation) is conducting market research for John W. Keys III Pump Generating Plant (Keys PGP) Excitation System, Governor, and Protective Relay Replacement and Controls Modernization. The Keys PGP is one of the few large pump generation facilities in the western United States that has potential pump storage/wind integration capacity, but this will require much rehabilitation and improvement to the existing facility. The Keys PGP consists of six pumping units and six pump/generating (PG) units. The six pumping units (P1P6) are each rated at 65,000 horsepower (hp). PG units 7 and 8 are each rated at 67,500 hp in the pump mode and 50,000 kilowatts (kW) in the generating mode. PG units 9 through 12 are each rated at 70,000 hp in the pump mode and 53,500 kW in the generating mode. The magnitude of this construction project would be between $25,000,000 and $50,000,000 and estimated to take 89 months to complete. The principal components of work would include: Remove and Replace Exciters: P1- P6 and PG7-PG12. Remove and Replace Protective Relay Systems: P1- P6 and PG7-PG12. Remove and Replace Control Panels: P1-P6 and PG7-PG12 Remove and Replace Governors: PG7-PG12. Provide distributed input/output (I/O) cabinets, hardware, and system integration. Design unit control system communication network and provide interface to existing Government SCADA system. The intent of this notice is to identify potential offerors for Keys PGP Excitation System, Governor, and Protective Relay Replacement and Controls Modernization. Interested offerors are invited to submit the following information: a. Statement of interest as a prime and/or subcontractor b. Construction bonding level, aggregate and per contract c. Point of contact information d. Size status and/or SBA certification program for NAICS 237990 e. Firms capability to successfully manage complex requirements f. Recent projects similar in size and scope This market research is for informational purposes only. This announcement does not constitute a commitment, implied or otherwise, that a procurement action will be issued, and shall not be construed as a RFP or IFB, or as an obligation on the part of the Government.
