- PWS Appendix D PWS Appendix C PWS Appendix B PWS Appendix A Attachment 5 - PPQ Attachment 2 - CLIN Structure RFP OPM1617R0001 Combined Synopsis/Solicitation: Solicitation No. OPM1617R0001 is hereby posted for the Combined Federal Campaign (CFC) Outreach Coordinator (OC) services. The solicitation is being issued as a total small business set-aside, as a commercial procurement under Federal Acquisition Regulation (FAR) Part 12 and Part 15 guidelines. This is a competitive procurement action, that is intended to result in multiple-award, Firm-Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contracts with a five year period of performance (one base year and four, one year ordering periods.) The CFC is the world's largest workplace giving program. The CFC is managed and overseen by the U.S. Office of Personnel Management (OPM) which is responsible for ensuring that the campaign is effectively and efficiently administered, and that all campaign components meet Federal regulations and requirements. The Director of OPM has designated responsibility for day-to-day management of the CFC to its Office of Combined Federal Campaign (OCFC). In this procurement, the Government intends to contract for OC services. These include: •Campaign Marketing, Event and Activity Support; •Employee Training and Charity Education; •Campaign Materials Production, Distribution and Management Support. By utilizing the trade-off process described in FAR 15.101-1, the best value for the Government will be obtained. Award will be issued to the responsive and responsible offeror(s) whose proposal(s), conforming to the solicitation, represents the best value to the Government, price and other factors considered, in accordance with the evaluation criteria identified in the solicitation. Interested parties must be registered in the System for Award Management (SAM) via https://www.samgov/portal/public/SAM/. On line Certification and Representations are also required. Failure to comply with SAM registration may render an offeror ineligible for award. The North American Industry Classification System (NAICS) code for this acquisition is 541613 -- Marketing Consulting Services. The small business size standard is $15M. See attached Request for Proposal and associated attachments. ***NOTE: Attachment 4 - Sample Ordering Guide will be posted at a later date via an amendment to this solicitation, and is not presently included with this package.***
