- Description
- The Department of Homeland Security, Office of Procurement Operations, Federal Protective Service Acquisition Division, has a requirement for armed protective security officer (PSO) services at facilities throughout the National Capital Region (Region 11). This Sources Sought Notice is being issued to identify the general capabilities of small businesses that are interested in providing PSO services to FPS within the National Capital Region. This notice is issued solely for informational and planning purposes and does not constitute an Invitation for Bids, Request for Proposals, or Request for Quotations. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses do not affect a potential offeror's ability to respond to any future synopsis/solicitation. The Government will not provide reimbursement for any information that may be submitted in response to this notice. Respondents are solely responsible for all expenses associated with responding to this notice. This Sources Sought Notice is exclusively for 8(a) Small Business. The ensuing solicitation will a competitive 8(a) set-aside, and the offerors will have to possess a secret clearance at the time of submission of offers. The NAICS code for this requirement is 561612, Security Guard and Patrol Services. This requirement will be solicited as a commercial service acquisition in accordance with FAR Part 12. As an integral component of any FPS security effort, a contractor shall provide and maintain all management, supervision, manpower, training, equipment, supplies, licenses, permits, certificates, insurance, pre-employment screenings, reports, and files necessary to accomplish protective security officer services at the locations defined in a requirement. Respondents to this notice should provide the following information: 1) Company name and address; a point of contact with phone number and email address; and Data Universal Numbering System (DUNS) number; 2) Small business status - 8(a) Small Business 3) The highest security clearance (e.g. Secret, Top Secret) currently possessed by the respondent contractor; 4) Whether the respondent contractor is registered in the System for Award Management (SAM.gov) and has completed the relevant representations and certifications within the SAM, 5) A copy of the attached past project form ("Attachment B") for each protective security officer (PSO) project/contract that the respondent contractor has performed within the past five (5) years, including current projects/contracts.
