- General Information Document Type: Sources Sought Notice Solicitation Number: AMD-SS17-15 Low Energy Electron Beam Accelerator System Posted Date: 1/23/2017 Response Date: 2/6/2017 Classification Code: 66 -- Instruments & laboratory equipment Set Asides: N/A NAICS Code: 334516 NAICS Code Size Standard: 1,000 employees Contracting Office Address Department of Commerce, National Institute of Standards and Technology (NIST), Acquisition Management Division, 100 Bureau Drive, Building 301, Room B129, Mail Stop 1640, Gaithersburg, MD, 20899-1640 Background: The National Institute of Standards and Technology (NIST) seeks information on commercial vendors that are capable of providing a Low Energy Electron Beam (LEEB) Accelerator System in support of the Physical Measurements Laboratory (PML) for the Radiation Physics Division at NIST. The LEEB Accelerator System is to be used for development of low-energy dosimetry standards and materials testing. After market research results are obtained and analyzed, minimum requirements specifications for the supply purchase will be established. NIST may use these established specifications in conducting a competitive procurement and subsequently award a Purchase Order in the future. If a minimum of two (2) qualified small businesses are identified during market research stage, then any resulting competitive procurement may be considered for a small business set-aside. Requirements: NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 334516, as those domestic sources having 1,000 employees or less. Please include your company’s size classification and socio-economic status in any response to this notice. The NIST Radiation Physics Division is interested in either a self-shielded integrated lab unit, capable of providing an inert radiation environment, or a small system which could comprise an industrial processing testbed. The desired system shall be able to provide a large range of beam energies and dose rates. In particular, the system shall meet the following: - Energy range of about 80 keV to 200 keV is required, with a preferred energy range up to 300 keV. - The system must include a scanning mechanism to pass samples in and out of the electron beam. - The system should be able to provide doses from a few kGy up to about 450 kGy in a single pass. - The dose uniformity across the entire field width must be 10 % or better across a central field width of at least 200 mm. - Only suppliers which have a core competency in the development of these systems and have a proven track record of success in the low-energy processing industry shall be considered for award. Instruction to Responders: Companies that are capable of providing this LEEB Accelerator System are requested to email a detailed report describing their abilities to tracy.bisson@nist.gov no later than the response date for this sources sought notice. The report should include achievable specifications and any other information relevant to your product or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: - Name of the company(s) that offers the required LEEB Accelerator System. In addition, provide a point of contact for the company(s). - Indication of number of days, after receipt of order that is typical delivery for the LEEB Accelerator System. Installation and training of the system will also be required, so also indicate number of days needed for installation and training. - Interested vendors shall address their capability of providing Original Equipment Manufacturer (OEM) parts. - Interested vendors shall address the OEM parts country of origin. - Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
