Description: The Gulf Coast Veterans Health Care System (GCVHCS), Biloxi, MS, is issuing a combined synopsis/ solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice in conjunction with procedures in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation is being issued. The solicitation number VA256-17-Q-0150 is issued as a Request for Quotation (RFQ). This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-91 effective September 30, 2016. The NAICS code is 811310 and the size standard is $7.5 million. This requirement is 100% set aside for Service Disabled Veteran Owned Small Businesses (SDVOSBs) and will be firm-fixed-price. The closing date for this notice is 3:00 PM EST Feb.24, 2017. The requirement is for the following: Contractor shall provide all labor, equipment, supplies, and related items necessary to perform preventative maintenance and quarterly inspections on five (5) generators (2-Onan and 3-Kohler) at the Gulf Coast Veterans Health Care System, Facilities Management Service-Engineering, located at 400 Veterans Avenue, Biloxi, MS 39531. See Statement of Work (SOW) below. Contractor to provide services in accordance with terms and conditions of the contract, 24 hours per day, 365 days per year, for the period of April 1, 2017 through September 30, 2017, with four (4) twelve (12) month Option Periods to be exercised at the discretion of the government. To be eligible for award of a contract, vendor must be actively registered in the SAM database (http://www.sam.gov). Vendor is also required to complete representations and certifications found in the provision at 52.212-3, Offeror Representations and Certifications - - Commercial Items. JB 1 $______ $______ CLIN 3001a Parts (NTE) JB 1 $8,000 CLIN 3002 Corrective Maintenance (on-call) HR 4 $______ $______ CLIN 3002a Parts (NTE) JB 1 $8,000 CLIN 3003 Contingency Planning HR 72 $______ $______ AGGREGATE TOTAL (BASE PLUS FOUR OPTION PERIODS): ________________ Gulf Coast Veterans Health Care System Biloxi, MS 39531 STATEMENT OF WORK GENERATOR MAINTENANCE The Gulf Coast Veterans Health Care System (GCVHCS); Engineering, Electric Shop, Biloxi, MS 39531, requires the Contractor to provide labor equipment and supplies to complete maintenance on two (2) Cummins/Onan and three (3) Kohler Generators. The four generators work in tandem to meet the necessary power requirements of the Medical Center. The two older Cummins/Onan generators will require extensive maintenance repair procedures while the three Kohler units will need basic maintenance servicing. Two (2) Modbus PLC Interface Processors (Part #GM63653) shall be installed to provide functional control and integration of the above listed generator units. Maintenance of the two (2) Cummins/Onan generators (2000-KW each) shall consist of the following: The systems radiators shall be flushed Thermostats shall be replaced. The coolant filter housing replaced and returned to normal operating condition. Various parts will need to be installed, and some parts shall be custom made or altered for this service. Replacement of coolant. (PM # 27498 in Bldg. 92; PM # 27500 in Bldg. 93) Maintenance of the two (2) Kohler generators (2,250-KW each) shall consist of the following: Provide Two (2) Modbus PLC Interface Processors (Part #GM 63653) shall be installed to provide functional control and integration of the above listed generator units. (PM # 52282 in Bldg. 94; PM# 52281 in Bldg. 95) Maintenance of the one (1) Kohler generators (1600-KW) shall consist of the following: Maintenance from the Periodic Maintenance Chart shall be followed from the sections as specified: Basic block, Fuel system, Lubrication system, Cooling system, Air inlet system, Electrical system and Air- start system. Services also shall consist of Checking Protection Devices for Proper Operations: High coolant temperature, low oil pressure, over speeding, start failure, water supply failure, under voltage, overvoltage, overcurrent, low coolant level in tank, low fuel level in tank, low air pressure in tank. Services also shall consist of Checking Auxiliary Devices for Proper Operation: Engine control, fuel transfer pump, governor motor, room ventilating fan, solenoid, storage pump, water tank ball tap, water heater, oil heater and oil priming pump. (PM # 52283 in Bldg. 3) The Contractor shall supply only OEM manufactured or approved new parts. No refurbished, used or re-stocked parts will be sent. Contractor shall provide technicians who are certified to work on the specified equipment. The contractor shall provide a service ticket for the service at the completion of the work. This ticket must show the service performed, parts used, and signature of employee completing work. The contractor shall ship all parts and provide service in the most expeditious manner available. Any part or service not covered by this service contract will not be completed without first procuring a formal purchase order from the GCVHCS, Engineering Service, Biloxi, MS 39531. Contractor shall take all precautions necessary to protect persons and property from damage during performance of this contract. Contractor shall be responsible for any injury to himself or his employees, or others, as well as for any damage to personal property that occurs during the performance of this contract that is caused by him/her or his/her employee s fault or negligence. The contractor shall maintain personal liability and property damage insurance prescribed by the laws of the State of Mississippi. Contractor shall provide services during normal work hours of 8:00 a.m. to 4:30 p.m. Monday through Friday, except Federal Holidays. Federal Holidays: New Year s Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day, and any other day specifically declared a by the President of the United States to be a federal holiday. The contractor, their personnel, and their subcontractors shall be subject to the Federal laws, regulations, standards, and VA Directives and Handbooks regarding information and information system security as delineated in this contract.
