(1) Action Code : SOURCES SOUGHT This is a Sources Sought Notice only. This is not a request for proposal, but a survey to locate potential sources. This Sources Sought does not constitute an Invitation for Bids, Request for Proposals, or a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited, nor is it a guarantee of a forthcoming solicitation or contract. It is for market research purposes only. Respondents will not be notified of the results of the evaluation. The purpose of this Sources Sought Notice is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. (8) Proposed Solicitation Number: W911QX-17-T-0088 (9) Sources Sought Closing Response Date: 1/31/2017 (10) Contact Point: Jessica Camunez, Contract Specialist, Jessica.r.camunez.civ@mail.mil (11) A. Objective: To find sources that are qualified to meet the supplies/services as listed in section 11B. Note that the specific requirements in section C are subject to change prior to the release of any solicitation. B. Performance Work Statement C.1 BACKGROUND In 2008 the US Army Research Laboratory-Weapons and Materials Research Directorate (ARL-WMRD) Materials and Manufacturing Sciences Division (MMSD), purchased the model JEM-2100F, Transmission Electron Microscope (TEM), barcode #0050K, serial number: EM17210042, located in laboratory L2029, within the Rodman Materials building, #4600. An advanced feature on the TEM was the installation of SerialEM and IMOD tomogragpical software imagery developed by the University of Colorado, Boulder Laboratory for 3-Dimentional Electron Microscopy of Cells (BL3DEMC). The software was customized to support this specific TEM system and to meet ARL's future tomographical specifications and needs. Unfortunately, training on the software was never initiated and thus never activated or utilized. It is not till present, that the critical need for tomographical TEM imagery is required to characterize advanced nanomaterials. C.2 OBJECTIVE This acquisition is for the verification of the installment and operation of both SerialEM and IMOD customized tomographical imaging software packages installed on the TEM system, model JEM-2100F, located in laboratory L2029. In addition, this acquisition shall provide expert training on the TEM system, pertaining mainly to usage of the advanced imaging software for up to ten (10) ARL users. C.3 REQUIREMENT C.3.1 Prior to the Contractor's visit, ARL will perform a full systems check of the TEM, model: JEM-2100F, located in laboratory L2029, Rodman Materials Building, 4600, Aberdeen Proving Ground, MD. ARL will activate the system and determine its working condition. Any minor problem discovered will be corrected and resolved by ARL prior to the Contractor's visit. ARL will record the system's check test within the TEM logbook. C.3.2 The Contractor shall access the TEM's hard drive and verify the installation of both SerialEM and IMOD software packages, including if they were installed correctly and fully integrated with the TEM system. If not, the Contractor shall make any alterations, modifications and or improvements to the software ensuring proper installation and full functionaltiy. During the assessment of the TEM by the Contractor, ARL will have their expert electron microscopist present at all times, who shall also be the Contractor's escort within building 4600. C.3.2.1 The Contractor shall assess, calibrate and validate the working operation of the SerialEM and IMOD software to perform image acquisition, registration and alignment for generating tomographic image series, which includes montaging and control of the in-column lenses, in addition to the post-column Gatan energy filter (i.e. GIF). Tomographic reconstruction of TEM images shall be utilized with the IMOD software by the Contractor. C.3.2.2 The Contractor shall provide a test standard, such as gold nanoparticles deposited onto a carbon film substrate, to perform TEM tomographical imaging, utilizing the SerialEM and IMOD software. Data generated shall be presented to the TPOC prior to the training for approval and acceptance. C.3.3 Once section C.3.2 is completed and accepted by ARL, the remaining time, within the five (5) day visit, shall be dedicated by the Contractor to providing expert training to ARL personnel on the features and capabilities of the SerialEM and IMOD software and its integration with the TEM system. The training shall consist of providing background information on the software system, calibration of the software prior to taking data, tomographic reconstruction of TEM images, imaging and analytical features provided by the software, data retention, archiving and troubleshooting. The Contractor shall also provide information for additional advanced TEM/software training to attendees. The training shall be provided for up to ten (10) ARL attendees. C.4 PERIOD OF PERFORMANCE C.4.1 The Contractor shall provide a one-time visit to ARL, consisting of five (5) business days to perform the required work and training. The Contractor has up to sixty (60) days after award of the contract to collaborate and schedule with the TPOC the five day visit to APG to complete the needed requirements. C. Responses: All interested parties should notify this office in writing, mail, fax, or e-mail within the posted date. Responses shall include: (I) To what extent each of the specifications can be met. (II) Include your type of business (i.e. commercial, academia), whether your organization is classified as a large or small business based on the $20,500,000.00 standard that accompanies NAICS code 811219. If a small business, you must also list any small disadvantaged status you hold [HUBZone, 8(a), Service Disabled Veteran Owned Small Business (SDVOSB), Women Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB), etc.]. (III) Past experience/ performance through the description of completed projects. (12) Responses to this sources sought synopsis are due no later than 10:00 AM Eastern Standard Time 1/31/2017.
