Description
Fleet Logistics Center Norfolk Contracting Department, Philadelphia Office is issuing this Sources Sought Synopsis as a means of conducting market research to identifying parties having an interest in and the resources to support the Department of the Navy, Bureau of Medicine and Surgery for the Review of Medical Cases/Waivers for ensuring Navy and Marine Corps Active Component and Reserve Component Service Members are physically and mentally qualified for enlistment, commissioning, and/or retention. Refer to the attached draft Performance Work Statement (PWS) enclosed herein for further details. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541330. Award of the resultant Task Order is anticipated on or before 31 August 2016 through 12 months thereafter with 4 subsequent one-year option periods to extend the term of the contract through 30 August 2022 if all options are exercised. The required services shall be performed at the contractor ™s facility and consists of the following: 1. The contractor shall become familiar with and apply specific Navy and Marine Corps internal policy guidelines and references for the purpose of ensuring Navy and Marine Corps Active Component and Reserve Component Service members are physically and mentally qualified for enlistment, commissioning and/or retention. The Contractor shall follow the guidance given in the documents governing operations by BUMED Qualifications such as DODI 6130.03 and Manual of the Medical Department Chapter 15 as well as certain Marine Corps recruiting instructions. 2. The contractor shall review and make medical waiver recommendations on applicant packets is support of approximately 21 different programs currently evaluated by the Qualification and Standards Department using BUMED ™s computer based document system. Historical data supports the review of approximately 15,000 cases per year for the past three years. All of the cases submitted for evaluation require a timely review. Qualifications and Standards have set a standard of no more than 30 days from the time of submission to completion. Documents will be submitted from Qualification and Standards customers. 3. Provide BUMED with administrative/medical support services focused on supporting medical review for eligibility requests for dependents of retired and Uniformed Services members who are incapable of self-support because of a mental or physical incapacity for approximately 30 of the 15,000 cases per year. Review should be completed within 5 days of submission. The Contractor ™s physician shall possess the following minimum qualifications to meet contract requirements: 1. Shall be current with and have completed all continuing education requirements specified by their professional licensure or certification. 2. Graduation from a medical school approved by the Liaison Committee on Medical Education of the American Medical Association or the American Osteopathic Association or permanent certification by the Educational Commission for Foreign Medical Graduates (ECFMG). 3. Possess a current, valid, and unrestricted medical license. The Government intends to award a Firm Fixed Price Task Order under Seaport-e and is seeking information to identify the availability of potential 8(a) sources possessing Seaport contracts capable of performing the required Medical Case/Waiver Review Services. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested 8(a) vendors who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 1300 EST on 31 January 2017. All responses under this Sources Sought Notice must be emailed to maynard.lee@navy.mil.
