Description
Purpose: The purpose of this Request for Information (RFI) is to obtain information for the purposes of market research which may inform future requirement and contract efforts for the Autonomous Systems Test Capability (ASTC). Summary: The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) is requesting white papers providing possible technical solutions for all or part of the requirement discussed below. ASTC is a system that will be used to test large unmanned ground vehicles (UGVs) and unmanned surface vessels (USVs) to mitigate safety concerns prior to going on course for live testing. The goal is to build a model and simulation capability to identify critical pass/fail boundaries, and conduct software stress testing while the system under test (SUT) is operating in a virtual environment. This capability will be integrated into a simulation tool that can execute scenarios (e.g. obstacle avoidance, waypoint following, etc.) to assess the safety risks associated with operating these systems on Department of Defense (DoD) test ranges. The simulation in turn can be integrated into a hardware-in-the-loop capability to further assess safety risks while the platform is moving but constrained. Currently, the DoD use modeling and simulation plus hardware-in-the-loop capability during development of these platforms but not for test range safety assessments. ASTC plans to leverage existing tools and capabilities and integrate these to form the ASTC system. The ASTC is focused on identifying safety risks and desires to build a modeling and simulation capability that includes the following: • Simulations or realistic safety scenarios for large unmanned ground vehicles and unmanned surface vessels that account for the following scenario: • Maneuverability (steering, rollover, braking, and acceleration), • Navigation, • Leader/Follower, • Obstacle Avoidance, • Communications Linkage, and • Sensor Degradation. • Virtual Environments • Aberdeen Test Center (ATC) Automotive Test and Evaluation Facility (ATEF), • Munson Test Area (MTA), and • Naval Surface Warfare Center, Dahlgren Division (NSWCDD) Potomac River Test Range (PRTR). • Environmental Effects • Sun, • Clouds, • Rain, • Fog, and • Dust. • Test Case Planning & Predictive Modeling • Ability to use existing simulation tools to identify pass/fail boundaries for a specific scenario • Ability to use resulting data to plan future simulations, hardware-in-the-loop or live test range scenarios to assess safety • Autonomous Systems Software Stress Testing • Ability to conduct software testing on autonomy controllers by maximizing the throughput of data processing and timing to ensure that the software can continue to process without critical faults. • Ability to inject faults into the autonomy controller software to test code paths and error handling. • Ability to conduct "Duration Testing", whereby the software is tested beyond the maximum length of the mission to ensure that the software will continue to run as expected. The two categories for the submission of white papers are Test Case Planning and Predictive Modeling and Autonomous Systems Software Stress Testing. Interested parties may provide two white papers, one for each category. Each white paper submission is limited to 20 pages. Font size shall not be smaller than 12-point Times New Roman. Category 1: Test Case Planning and predictive Modeling. Simulation scenarios executed against an algorithm to identify pass/fail boundaries and simulations warranting further testing. Category 2: Autonomous Systems Software Stress Testing. The ability to test the software logic of autonomous systems and identify safety critical faults. Request: Interested parties are requested to provide white paper responses (no more than one per category) outlining possible technical solutions, capabilities, and critical cost and schedule drivers related to the above mentioned categories and sub-categories. The cover page of the response shall include the company name, Commercial and Government Entity (CAGE) Code, address, point of contact including phone number and email address, as well as the small business status of the responding company. There is no specified format for the white papers but they shall be limited to no greater than 20 pages and highlight the categories/sub-categories addressed. Responses: The response shall be due no later than 12:00 PM Eastern Standard Time (EST) on 24 February 2017. The responses shall be emailed to Ms. Camille Robbins, camille.e.robbins.civ@mail.mil, with a courtesy copy to Mr. Joseph Candelaria, joseph.candelaria5.civ@mail.mil. Disclaimer: This notice does not constitute an invitation for bids or a request for proposal and is not a commitment by the U.S. Government to procure subject products or services nor will the Government reimburse any parties for costs associated with this request. The Government will use the information received to forge its acquisition strategy. Additionally, all submissions become government property and will not be returned. No basis for a claim against the Government shall arise as a result of a response to this RFI.
