- Draft Solicitation The Humphreys Engineer Center Support Activity (HECSA), 7701 Telegraph Rd, Alexandria, VA 22315 is seeking information from industry to assist with the development and planning of a potential new requirement. This is a DRAFT Request for Proposal (RFP) for acquisition planning purposes ONLY which will be used to develop an acquisition strategy and refine the solicitation. This is NOT a Final RFP and no Solicitation will be issued at this time. The Government will not reimburse respondents for any costs incurred in preparation of a response to this Notice. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey. 1. INTRODUCTION HECSA, in support of the United States Army Corps of Engineers Finance Center (UFC), is seeking responses from commercial vendors or integrators that will provide US Army Corps of Engineers Financial Management System (CEFMS) support services. HECSA intends to solicit and negotiate the current CEFMS requirement for services beginning 3 October 2017 with four One-Year Options. This DRAFT RFP is not a request for competitive proposals, however, all information received will be considered by the Government. A determination by the Government on how to compete future requirements for these services based upon responses to this DRAFT RFP is solely within the discretion of the Government. This DRAFT RFP does not constitute a commitment, implied or otherwise, that a contract will be issued. The Government invites comments. Interested sources are invited to attend the Industry Day detailed below and submit questions or comments on to the attached DRAFT RFP. Companies may respond to this announcement in the form of question or comments to facilitate the Government's acquisition planning efforts. The Government will analyze all responses and integrate the results into its final solicitation process. Submission Requirements: This DRAFT RFP announcement is a total set aside for small businesses. The Government is seeking to identify qualified sources either singularly, or as part of an assembled team under North American Industry Classification System (NAICS) 541511, Custom Computer Programming Services. Companies are encouraged to respond to this request if they are interested in receiving future Requests for Proposal (RFP) for the requirement described in the DRAFT RFP in Attachment 1. 2. INSTRUCTIONS Companies are invited to submit questions and comments regarding the attached DRAFT RFP. All questions and comments should be sent via email no later than 09:00 AM Eastern Standard Time (EST) on Monday, 6 February 2017 to: Eric Thor at Eric.P.Thor@usace.army.mil and Yolanda Harlan at Yolanda.C.Harlan@usace.army.mil An Industry Day will be held at the USACE Finance Center in Millington, TN at 10:00 AM Central Standard Time (CST) on Thursday, 09 February 2017. The address for the Industry Day is: 5722 Integrity Drive Millington, Tennessee 38054-5005 Companies are invited to join the Industry Day in person and those interested in attending should coordinate their visit with Sheila Smith from the UFC office at Sheila.A.Smith@usace.army.mil or 901-873-9009. Attendees must coordinate their visit by 5:00 PM CST on 03 February 2017. During the Industry Day there will be a presentation about plans for the current procurement to representatives from industry. There will be an opportunity for the Government to express its goals, schedule and provide feedback about the procurement and DRAFT RFP. Questions submitted in response to the DRAFT RFP will be answered and discussed during the meeting and incorporated in the final solicitation. (and all the submitted questions and answers will be posted to FBO.gov. The slides from any presentations will also be posted to FBO.gov following the Industry Day.) 3.
