Description
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Wyatt Technologies, Inc. located at 6300 Hollister Ave, Santa Barbara, CA 93177 to purchase a Quasi-Elastic Light Scattering Detector. The sole source justification is based on the following: The Bioprocess Measurements Group of the Biomolecular Measurement Division (MMSD) at NIST researches biological particles and characterizes a variety of biological particles' sizes as part of their Biomanufacturing Initiative. A critical detector to measuring the size of biological particles is a quasi-elastic light scattering detector. This detector measures the translational diffusion coefficient of biological particles and provides a measurement of particle size. NIST's current light scattering instrument (Wyatt Technology, Inc. Dawn HELEOS II, serial # 1088-H2) does not have a dedicated quasi-elastic light scattering detector which limits the size of particles that can be measured. This light scattering detector will enhance the collection of particle size data than that of NIST's current light scattering instruments. The detector is very specialized and is compatible with aspects of the Dawn HELEOS II instrument and the ASTRA software already being used by researchers at NIST. Only the quasi-elastic light scattering detector manufactured and sold by Wyatt Technology, Inc. will meet the government's requirements. Market research has shown that Wyatt Technologies, Inc. is the only company that is available and can reasonably provide the required equipment to NIST. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 541712 with a size standard of 1,000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 11:59 pm EST 02/06/2017, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
