- Attachment C Wage Determination Attachment B Experience Questionnaire Attachment A Qualified Cruiser Reference Guide AG-569R-S-17-0009 BOA Sources Sought Solicitation This Sources Sought Solicitation Request for Timber Marking and Volume Estimation on the Hiawatha National Forest in Michigan will result in the issuance of a Basic Ordering Agreement (BOA) with those parties determined to be qualified to perform the services identified in Section C of the Solicitation Document. As stipulated in Federal Acquisition Regulation (FAR) 16.703, THE BOA WILL NOT BE CONSIDERED A CONTRACT. When a future project is identified, a project-specific Request For Quotes (RFQ) will be issued to all parties on the BOA bidders list. Those parties who are available and interested in a specific project may submit quotes, at that time, including pricing and other pertinent information. Bids will be evaluated by price, past performance and other factors and awarded based on best value to the Government. The BOA will be incorporated by reference into future contracts, with the same force and affect as if included in full text. Terms such as "contract" and "contractor" are used here as applicable when this BOA is incorporated into those future contracts. The purpose of this BOA is to provide layout and/or marking and/or volume estimation of managed forest stands that will become part of timber sales on the Hiawatha National Forest. Marking and Volume Determination will be identified as two separate contract items under this BOA. These items may be individually contracted or combined into a single contract. The contractor shall furnish all labor, materials, equipment, tools, instruments, supplies, transportation, professional services and supervision except that which is designated in the Government Furnished Property clause. All timber cruising completed on behalf of the contractor will need to be performed by a Region 9 Forest Service certified cruiser. Specific methodology and standards for the Technical Requirements to accomplish these projects are included in the Solicitation documents. NO COST OR PRICING INFORMATION IS REQUESTED AT THIS TIME. Location: Project areas will be on the Hiawatha National Forest and may be located on the Rapid River, Manistique, Munising, St. Ignace, and Sault Ste Marie Ranger Districts. These Districts are located in the Michigan Counties of: Delta, Schoolcraft, Alger, Mackinac, and Chippewa. Faxed documents will not be accepted for this request.
