Description
Air Carrier Aircraft Pilot Training for Flight Standards Operations Inspectors and Aircraft Certification pilots employed by the Federal Aviation Administration (FAA). The Government intends to award multiple contracts. The intent is to award each aircraft type to the Lowest Price Technically Acceptable (LPTA) Offeror. Each aircraft requirement is identified by separate CLINs in Schedule B and competition will be on an aircraft by aircraft basis. Resulting contracts will be awarded to the Lowest Price Technically Acceptable (LPTA) Offeror for that aircraft. The awarded contract may contain many, few, or one aircraft depending on the competition results. It is the intent of the Government to award multiple contracts using an Indefinite Delivery/Requirements type Contract priced by CLIN for each student per class for a one year base period and up to two priced option years. The contractor is to provide initial and recurrent ground school, and simulator and/or flight training to FAA inspectors/pilots in the applicable aircraft specified in schedule B. Student quotas for these courses will be assigned by the Flight Standards Service Training Division, AFS-500 or Aircraft Certification Service “ Planning and Program Division AIR-500. The courses covered under this contract will meet the requirements for FAA formal flight training. FAA formal flight training consists of training courses with agency level course numbers that will be officially recorded in the employee ™s personnel records. The FAA requires inspector/pilots to obtain initial and recurrent training in those aircraft listed in Part “ I, Section B. The contractor must train FAA inspector/pilots using only an approved training program, as specified in section D. “ Definitions, 6 “ Approved Training Program of this performance work statement (PWS). Pilots/inspectors enrolled in the initial course will meet the requirements of (14 CFR) Part 61.64 for initial type certification totally in a Level C or D full flight simulator without restriction. Pilots/inspectors enrolled in the recurrent course will meet the currency requirements of FAA Order 4040.9. The contractor's approved training program must allow unrestricted initial type rating training and checking in the simulator without aircraft flight time under this regulation. The contractor will list in Part “ 1, Section B the number of hours of ground school, flight training device (FTD) and full flight simulator (FFS) they propose so each inspector/pilot can obtain an unrestricted initial type rating or the recurrent proficiency check as specified in section 2 (Qualifications) of this PWS and required by (14 CFR) FAR Part 61. The contractor must provide as a minimum the number of training hours contained within their FAA approved training program. The contractor is requested, within the limits of their approved program, to delete company-specific training such as employee/customer relations, filling out company forms, evacuation training, company communications, or other items not directly related to the completion of the aircraft training and substitute training directly related to the successful completion of the type rating or proficiency check. All full flight simulator training proposed by the contractor, must be conducted in an FAA approved level C or D simulator. The contractor may utilize an approved Level 6 or 7 flight training device (FTD) or a level A, B, C, or D FFS for FTD time. The contractor's approved training program must allow any substitutions the contractor makes.
