- Draft Addendum to SOW Draft Statement of Work SMALL BUSINESS SOURCES SOUGHT NOTICE Notice Number: HHS-NIH-NCI-SBSS-ETSB-71011-26 Title: Interdisciplinary Studies of Occupational and Environmental Cancer NAICS Code: The NAICS code for this acquisition is 541990. The small business size standard is $15M Type of Notice: This is a Small Businesses Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small business; HUB Zone small businesses; service-disabled, veteran-owned small businesses, 8(a) small businesses; veteran-owned small businesses; women-owned small businesses; or small disadvantaged business; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Background: The fundamental mission of the Occupational and Environmental Epidemiology Branch (OEEB) is to identify and clarify causes of cancer, with a focus on occupational and environmental exposures. To achieve its goals, OEEB: (1) merges epidemiology, quantitative exposure assessment, and biologic and genetic components into multi-disciplinary investigations to identify carcinogens, clarify exposure-response relationships, and enhance our mechanistic understanding of carcinogenesis; (2) conducts investigations to develop and improve methods for exposure assessment and to evaluate and incorporate state-of-the-art biomarker assays into its molecular epidemiology studies; (3) facilitates the development of consortia to create scientific opportunities that are difficult to achieve in any one study; (4) develops and maintains resources for occupational and environmental epidemiology and exposure assessment; and (5) assists in training the next generation of occupational, environmental, and molecular epidemiologists and exposure assessors. The philosophic focus of OEEB's mission is to conduct high-impact epidemiologic studies that integrate quantitative exposure assessment and molecular epidemiology to provide new insights into cancer etiology, chemical carcinogenesis, and mechanisms of action. This contract has provided the infrastructure for such interdisciplinary work in the past and will continue to do so in the future. This integration involves not only incorporating biomarkers and quantitative exposure assessment into our projects, but also conducting methodologic studies to develop and improve these procedures for use in National Cancer Institute (NCI) epidemiologic studies and by the epidemiology community. Accurate exposure assessment is essential to identify carcinogenic hazards and to characterize risks from low levels of exposure. OEEB has made a considerable investment in developing procedures for improving historical reconstructions of occupational and environmental exposures for use in OEEB cohort and case-control studies. Methods for historical exposure assessment developed by OEEB have become national and international resources and are widely used by extramural investigators. OEEB is also a leader in the use of molecular-based approaches to exposure assessment, employing these methods for characterization of exposures at the organ and cellular levels. Almost all of the major contract-supported studies carried out by OEEB over the past 10 years have included substantial exposure assessment components. Molecular approaches play an important role in the OEEB's mission. This contract has provided essential support to studies that have identified specific molecular steps in the process of human chemical carcinogenesis and helped us to understand the genetic underpinnings of individual susceptibility to these agents. The use of biomarkers in the OEEB has grown to include state-of-the-art genomics, expression arrays, and cytogenetic and proteomic technologies. It is anticipated that such growth will continue during the next five years. This contract has been used to arrange for the collection, handling, transport, storage, and/or information processing of biologic specimens, as well as to provide general support to studies that have biologic components being carried out through other mechanisms. Contract support for exposure assessment and molecular components will continue to be necessary for OEEB epidemiologic studies. Development of quantitative exposure scales is necessary not only to identify new causes of cancer, but also to adequately characterize the shape of the exposure-response relationship. In addition, the advent of genome-wide scans has laid the foundation for understanding the interaction of genetic and environmental factors in development of cancer risk; accurate and reliable exposure assessments are essential to evaluate such interactions. Purpose and Objectives: This support services contract is essential for OEEB to conduct high-impact epidemiologic studies that integrate quantitative exposure assessment and molecular epidemiology to provide new insights into cancer etiology, chemical carcinogenesis, and mechanisms of action. The NCI/OEEB requires the assistance of an organization highly experienced in providing technical support for occupational and environmental epidemiologic studies, including support for exposure assessment and molecular components, and coordination of activities related to genome-wide association studies (GWAS); and in conducting and simultaneously managing concurrent, multiple, large (including international) epidemiologic investigations of cancer etiology. Project Requirements: A copy of the draft Statement of Work (SOW) pertaining to this requirement, which is subject to revisions, is attached to this notice. Anticipated Period of Performance: The anticipated period of performance inclusive of options, for this proposed acquisition is September 20, 2017 - September 19, 2022. A single award is anticipated. Capability Statement/Information Sought: Small businesses possessing experience and demonstrated capability to accomplish the aforementioned requirements and level of effort are to supply pertinent information in sufficient detail to demonstrate their ability to perform the required services. Information furnished must not exceed 15 pages (12-point font minimum), including all attachments, resumes, charts, etc.; and should include an outline of previous or similar projects performed. All responses must include an indication of current certified small business status, and clearly marked on the first page of the capability statement, as well as the eligible small business concern's name, point of contact, address, and DUNS number. Information Submission Instructions: All capability statements sent in response to this Small Businesses Sources Sought notice must be sent electronically (via email) to Kathleen Sears, Contracting Officer at searsky@mail.nih.gov in either MS Word or Adobe Portable Document Format (PDF) by February 6, 2017, 4:00 PM, EST. All responses must be received by the specified due date and time in order to be considered. CAPABILITY STATEMENTS RECEIVED AFTER THAT DATE AND TIME WILL NOT BE CONSIDERED.
