- Justification and Approval for Unusual and Compelling Urgency The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, material, supervision, and non-personal services necessary to perform water extraction, drying, and dehumidification from the USACE Walla Walla District Headquarters building in response to interior flooding caused by a ruptured fire protection water line. Specific Tasks a. Perform inspection to determine extent and limits of water exposure throughout the interior of the building and develop a flood map of the affected areas. Report of inspection shall include a record of moisture readings for the areas that experienced water exposure. b. Perform extraction and removal of standing water. c. Perform drying and dehumidification to remove water retained by building materials. d. Perform required demolition and removal of saturated areas such as ceilings, walls, soffits, and insulation to facilitate drying and dehumidification. e. Identify and test electrical and communication circuits exposed to water to determine serviceability. f. Perform water extraction, drying, and dehumidification in the elevator shaft and sump areas. g. Perform required demolition and removal of saturated materials such as walls, insulation, baseboards, wall paper, and floor tile in the Atrium vending machine area to facilitate drying and dehumidification. h. Perform investigation and required demolition to determine the limits of mold within the wall between the Atrium/Harvest Room areas and the DAPS printing production area. Demolish and remove all building materials confirmed to contain mold. Perform demolition and removal of vinyl floor tile in DAPS
