Description

Department of Veterans Affairs, Network Contracting Office 18 intends to negotiate on a sole source basis [IAW FAR 6.302-1 and 13.106-1(b)] with Insight Management Systems Inc., 17337 Ventura Blvd Ste. 30, Encino, CA 91316-3903 as the only responsible source of licensing and support for OmniCare software in accordance with the manufacturer s proprietary system statement. Services covered under this service contract are to include the following, but are not limited to: Omnicare Software License Renewal, Omnicare Software Updates, Support and On-Line Interactive Services, Training/Review/Analysis, and ACR BiRads (if applicable). The OmniCare system is utilized to comply with FDA/MQSA,ACR/BiRads regulatory requirements for mammography tracking. As was stated previously, the proposed contractor, Insight Management Systems Inc., is the only responsible source of licensing and support for OmniCare software. There are no other vendors trained and certified by the Original Software Manufacturer to provide support/service for these systems. There are no other vendors or authorized personnel certified to maintain these systems. Procurement is to be for one base year, and two option years. This procurement is being conducted under simplified acquisition procedures (IAW FAR 13.5). There are no set-aside restrictions for this requirement. The intended procurement will be classified under NAICS 511210 with a Small Business Size Standard of $38.5 million. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit proof of certification, including costs, sufficient to determine capability in providing the same service. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.
