THIS IS NOT A SOLICITATION FOR PROPOSALS. THIS IS A SOURCES SOUGHT SYNOPSIS ONLY This Request for information (RFI) is for the purpose of identifying contractors that possess the capabilities outlined below. The applicable North American Industry Classification System (NAICS) Code is 335313 and the associated Small Business Size Standard is 1,250 employees. The Bureau of Reclamation is preparing a procurement for a Low Voltage Distribution System Replacement supply contract. The hardware (panels, breakers, switches, relays) supporting low voltage power and lighting distribution, auxiliary equipment power, and lighting control are reaching the end of their practical life expectancy. Changes to the power grid ratings, main power distribution switchboards, ancillary power and lighting panels, and auxiliary equipment over the last couple of decades have accumulated and created issues with protective device coordination, interrupting current ratings, and arc flash boundaries that need to be rectified. The replacement hardware estimate includes distribution panels containing breakers, disconnect switches, transfer switches, lighting control contactors, and associated conduit and cable. The items will be installed by Reclamation. A complete shipment, meeting all specifications, is to be delivered to the Yellowtail Unit in Fort Smith, Montana (Big Horn County). Award of the contract is expected in the year 2017. This RFI shall not be considered as a request for proposal or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the contractor submission of this RFI or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this RFI. No contract will be awarded as a result of this announcement. Data submitted in response to this RFI will not be returned. INSTRUCTION FOR RFI SUBMISSION: Interested parties may submit a response in an electronic format only via email to Amanda Somerville at asomerville@usbr.gov no later than March 27, 2017, 4:30 pm (Mountain Time). Electronic files should be in Microsoft Office Word or PDF format. All information should be UNCLASSIFIED material only. Respondents should include as part of their submission: a. A synopsis of the company's capabilities to successfully provide the requirement b. DUNS Number c. Company Name d. Company Address e. All offerors must register in the System for Award Management located at http://www.SAM.gov. Please indicate business size: other than small, small, SDB, SDVOSB, HUBZone or Women owned business. f. Company point of contact, phone and email address. Any company proprietary information must be marked as such, the RFI information should not exceed a total of 30 one-sided 8 1/2x11 pages, with one inch margins, and font no smaller than 12 point. This is a sources sought synopsis for acquisition planning purposes and no formal solicitation exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, management, and financial capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy is warranted.
