- Update! The question and answer document and revised statement of work are included under the description. Question and Answer Q. I saw your solicitation post this morning, I wanted to bring to your attention it looks like perhaps a word was left out of the requirements for the sentence I underlined in red. I think the last word of the sentence is missing, can you look into that and let me know? I think the word may be laws or public laws? I want to make sure I respond accurately. Requirements The vendor shall provide a legislative tracking tool that allows analysts the ability to research and analyze an abundance of information about legislation in a shorter timeframe. The tracking tool must have the following components: • Customizable news alert feature that allow us to be informed in real-time news cycles to include breaking news that is sent to the user automatically by email • Search feature that will allow search of Capitol Hill schedules for floor, committee and subcommittee action that would include dates, times, locations, agendas, contact information and witnesses • Customizable Budget Tracker that follows the federal budget and appropriations • SEARCH FEATURE THAT ALLOWS USER TO SEE HOW PENDING BILLS WILL IMPACT CURRENT • Timely Access to Congressional Research Service reports on tax issues • Congressional Transcripts; to also include a minimum of 12 custom transcript request; transcripts which must be searchable by date of hearing. Vendor should only accept custom request for transcripts from two designated IRS points of contact. • Search feature that allows you to search profiles of all Members of Congress and must include bios and information about staff and committee assignments A. The missing word is laws and can be found on the below revised statement of work. --------------------------------------------------------- Revised Statement of Work Internal Revenue Service Legislative Analysis, Tracking & Implementation Services Background Legislative Analysis, Tracking & Implementation Services (LATIS) is responsible for managing the Servicewide implementation planning and monitoring of legislation having a significant impact on the Internal Revenue Service (IRS). The analysis of this office, in conjunction with Legislative Affairs, enhances the understanding of complex issues and improves the timeliness of agency policy development or decision-making. LATIS tracks all provisions, actions, and status of enacted legislation that impacts the IRS. Requirements The vendor shall provide a legislative tracking tool that allows analysts the ability to research and analyze an abundance of information about legislation in a shorter timeframe. The tracking tool must have the following components: • Customizable news alert feature that allow us to be informed in real-time news cycles to include breaking news that is sent to the user automatically by email • Search feature that will allow search of Capitol Hill schedules for floor, committee and subcommittee action that would include dates, times, locations, agendas, contact information and witnesses • Customizable Budget Tracker that follows the federal budget and appropriations • Search feature that allows user to see how pending bills will impact current laws • Timely Access to Congressional Research Service reports on tax issues • Congressional Transcripts; to also include a minimum of 12 custom transcript request; transcripts which must be searchable by date of hearing. Vendor should only accept custom request for transcripts from two designated IRS points of contact. • Search feature that allows you to search profiles of all Members of Congress and must include bios and information about staff and committee assignments The requirement will be for 11 licenses that will provide access to the tracking tool for 11 users. The vendor shall set a set price for the 11 users with the option to add additional users at an agreed upon price per user within an agreed upon timeframe. The vendor shall allow for the substitution of users for the entire length of the contract for the following reasons: • Current user leaves or is separated from the organization • Current user changes jobs within the organization • Current user out on extended leave • Current user on a detail • An employee is detailed into a position that requires access to the database When the vendor is notified that a user needs to be changed, the vendor will be provided with the name of the user that needs to be deleted and the name of the new user and email address. The vendor shall notify the new user and the point of contact when their access is activated. The tracking tool shall be in the form of an online database that is searchable 24 hours a day/seven days a week. Period of Performance The period of performance is from Date of Award through March 5, 2018. The vendor will be provided with the current list of intended users and their email addresses. Place of Performance Activities will take place on an online website.
