- Sources Sought Document Set-Aside Code: 100% Small Business Set-Aside Response Date: 10 March 2017 4:00 p.m. EST Place of Performance: U.S. Army Engineer District, Philadelphia, Wanamaker Building, 100 Penn Square East, Philadelphia, Pennsylvania 19107-3390 Description of Work: This is a Sources Sought Notice and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. A Market Survey is being conducted to determine if there are adequate HUBZone, 8(a), Service Disabled Veteran Owned, and Small Business contractors for the following proposed work. The Army Corps of Engineers, Philadelphia District, is interested in awarding (1) Firm Fixed Price Contract for the Flood Control and Coastal Emergencies Repair; Great Egg Harbor Inlet and Peck Beach, Ocean City, Cape May County, NJ. The contractor will conduct pre-placement condition surveys and place approximately 700,000 cy of sand from the Great Egg Harbor Inlet borrow area (roughly 5,000 feet offshore) onto the beaches of Ocean City, New Jersey anywhere from the groin at Seaview Road to 36th Street, depending on latest beach conditions at time of construction (although current conditions indicate sand will be needed only from the Seaview Road groin to 12th Street). Options 1, 2, & 3 if awarded, will be for quantities of 225,000, 100,000, and 50,000 cubic yards, respectively. The project work consists of Base Bid and Options. The beachfill material for this contract must come from the authorized borrow area. Trucking in sand will not be permitted under this contract. The period of performance is 120 calendar days for the Base and 10 calendar days for each awarded Option. Contract award is anticipated for July 2017. Estimated cost of the project is $25,000,000.00 including Options. Performance and Payment Bonds will be required for 100% of contract award. The NAICS Code for this project is 237990 and the small business size standard is $36.5 Million. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. All interested HUBZone, 8(a), Service Disabled Veteran Owned, Small Business contractors should submit a narrative demonstrating their experience in the specified work, as well as, their technical capabilities. Please include size/classification of your firm, bonding capacity (single project and aggregate), details of similar projects, completion dates, references and contract amount.
