- THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or Request for Quote/Proposal/Bid and no contract or purchase order will be awarded as a result of this notice. There is no solicitation or drawing available at this time. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. The Department of Defense is restricted from purchasing foreign ball and roller bearings by the Defense Federal Acquisition Regulation Supplement (DFARS) at DFARS 225.7009 & DFARS Clause 252.225.7016. The restriction was changed by a final ruling of the Defense Acquisition Regulations Council as of December 08, 2010. A "domestic" bearing or bearing component can now be defined as that which has been manufactured in the U.S., its outlying areas or Canada; and for each ball or roller bearing the cost of the bearing components (bearing element, retainer, inner race and outer race) manufactured in the US, its outlying areas or Canada exceeds 50% of the total cost of the bearing components of that ball and roller bearing. The Military Sealift Command (MSC) - Norfolk contracting office is conducting market research for the information on the contractor's declaration form (see attached) in reference to the DFARS regulation for specific part numbers (see listing below).
