Certification of Inverted Corporation status PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This solicitation is being issued as a Request for Quote (RFQ) the number is RFQ-4503. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. This combined synopsis/solicitation for commercial items is in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. This notice will be distributed solely through the General Service Administration's Federal Business Opportunities (FBO) website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code (NAICS) is 519130 and the business size is unrestricted due to the Non-Manufacturer's Rule. The period of performance for the contract resulting from this solicitation shall be for one (1) 12 month base period and four (4) 12 month option periods. Requirement: The Federal Bureau of Investigation (FBI) requests pricing for the brand name or equal products listed below. The brand name is listed as Safari Books Online, LLC (please see Attachment #1 for minimum specifications). If a vendor is providing an "equal" product, all specifications must be addressed in vendor's technical response. Published literature, General Services Administration (GSA) Contract, specification sheets, etc. should be provided to document being "equal". The FBI is not responsible for going out and finding information. All information to make an "equal" determination must be provided in the technical response, if these descriptive(s) are not included the quote may be considered "unresponsive." Line Item 0000 (base) - The FBI requires 400 Digital Media Library Subscriptions. Line Item 0001 (Option Year 1) - The FBI requires 400 Digital Media Library Subscriptions. Line Item 0002 (Option Year 2) - The FBI requires 400 Digital Media Library Subscriptions. Line Item 0003 (Option Year 3) - The FBI requires 400 Digital Media Library Subscriptions. Line Item 0004 (Option Year 4) - The FBI requires 400 Digital Media Library Subscriptions. Shipping/Delivery- All deliveries under this contract shall be FOB Destination and shall be shipped to: FBI Engineering Research Facility Building 27958-A Quantico, VA 22135 Terms and Conditions: Please see Attachment #2 for terms and conditions that apply. Submission of Questions: Interested offerors must submit any questions concerning this solicitation, via email only, to the attention of Nancy J. Beck, Contracting Officer, at nancy.beck@ic.fbi.gov, no later than Friday, March 17, 2017at 11:00 am EST. Questions sent via any other means (i.e. telephone) will not receive a response. Submission of Quotes: Quotes and all supporting documentation shall be submitted via email only, to the attention of Nancy J. Beck, Contracting Officer, at nancy.beck@ic.fbi.gov. No later than Friday, April 7, 2017 at 11:00am EST. Quotes sent via any other means (i.e. telephone) will not be considered. Quotes must be valid for 30 calendar days after submission, and shall include the following information: 1. Pricing for the base and all option periods. 2. Descriptive literature 3. Tax Identification Number 4. DUNS Number 5. GSA schedule if applicable 6. Offeror contact information, e-mail and telephone number. SAM.GOV Requirement: Ensure your firm is registered in the System for Award Management (SAM) to be considered eligible to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization. Evaluation: 52.212-2 Evaluation-Commercial Items (OCT 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is the lowest priced technically acceptable. The following factors shall be used to evaluate offers: (i) technical capability to meet the Government requirement; (ii) price; (iii) past performance; Technical and past performance, when combined, are equally as important as price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
