INTRODUCTION: THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health, National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) the National Human Genome Research Institute (NHGRI), intends to negotiate and award a purchase order on a non-competitive sole source basis to Katholieke Universiteit te Leuven, Oude Markt 13, Leuven, Leuven 3000, Belgium to provide consultation related to Undiagnosed Disease Disorders and in conjunction with the Undiagnosed Diseases Network (UDN) for NIH National Human Genome Research Institute. Background: The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI), Division of Intramural Research (DIR) performs investigations into the genetic bases of diseases using clinical studies and genome technology, including next generation sequencing. The NIH Intramural Research Program's Undiagnosed Diseases Program (UDP) attempts to make a diagnosis in patients who have long sought one, and to make discoveries of new diseases, pathways, and cell biology. The UDP is part of a national network of sites that together comprise the Undiagnosed Diseases Network (UDN). The Office of the Clinical Director of NHGRI houses the NIH UDP. Patients are seen on an inpatient basis for one week, during which clinical investigations are performed and patients' specimens are collected for bench research studies. In many cases, candidate genes variants identified by exome or genome sequencing are pursed through basic research investigations. Purpose and Objectives: University of Leuven in Belgium Dr. David Cassiman, MD PhD, Metabolic Center and Hepatology, is part of an undiagnosed diseases program, and has experience, expertise and knowledge in the field of rare and undiagnosed disorders. Dr. Cassiman has described new diseases and is very familiar with agnostic genetic studies that can identify potential disease-causing variants. Dr. Cassiman is part of an undiagnosed diseases program at the University of Leuven. The objective of this procurement is to obtain Dr. Cassiman's consultations and engagement in NIH UDP to enhance NHGRI/UDP diagnostic rate and to guide UDP's research into the etiology of existing and future patients' rare diseases. Contractor Requirements: The work is to be performed at a rate of 25% time, i.e., 13 weeks of work over the course of 12-Months for Base and Option Year. Specific Tasks to be performed by Contractor: • The Contractor must review medical records of individuals applying to the UDP. • The Contractor must review and summarize records of patients accepted into the UDP. • The Contractor must offer written and oral consultations and opinions on extant UDP cases. • The Contractor must present cases at various UDP conferences, including pediatric case review sessions and possibly Steering Committee meetings. • The Contractor must present at and contribute to the UDP walk rounds. • The Contractor must attend in-person UDN Steering Committee meetings when possible. • The Contractor must analyze and interpret research data in preparation for publication. • The Contractor must present medical cases to the Case Review Committee of the UDN. • The Contractor must analyze UDP patient exome and genome sequences for candidate disease causing variants. • The Contractor must perform literature searches of gene variants that could be disease related. • The Contractor must write papers as a co-author with UDP staff. • The Contractor must assist with the admissions of Belgian patients. • The Contractor must interact with other members of the NIH Intramural Research Program to promote the discovery of new diseases. Period of Performance: Base Year: 12-Months Upon Award Option 1: 12-Months Place of Performance : The Government Facility, 10 Center Drive, Clinical Research Center, Bethesda, Maryland Reporting Requirements and Deliverables : Upon request, the contractor shall provide documentation evidence of any and/or all work product, including, but not limited to, the following tasks: o Documentation of UDP application review. o Documentation of UDP patient evaluation. o Manuscript preparation. o Presentations to review committees and Steering Committee meetings. o Lists of candidate variants obtained by analysis of patient exomes and genomes. o Results of literature searches regarding the function of potential disease-causing variants Program Management and Control Requirements: The contractor shall work independently with direct supervision by Senior Leadership of NHGRI Undiagnosed Diseases Program (UDP). Safety Issues : Work is performed in an office setting; there are no known safety issues. Government-Furnished Equipment and or Facilities Provided: The Government will provide the Contractor: workspace, computer, telephone and other electronic equipment as necessary will be provided. Security Clearance : The Contractor shall comply with all applicable HHS and NIH Security regulations and procedures during the performance of this Purchase Order. The Contractor shall not disclose and must safeguard procurement sensitive information, computer systems and data, Privacy Act data, and Government personnel work products that are obtained or generated in the performance of this Purchase Order. Regulatory Authority: The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-87-2, April 6, 2016. This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13 Simplified Acquisition Procedures (SAP). Statutory Authority : This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), Soliciting from a single source is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13--Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Additional Information: Industry Classification (NAICS) Code is 541712, Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) and the small business size standard is 500. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-94, 2005-95 January 19, 2017. FAR Clauses Applicable: FAR 52.213-4: Terms and Conditions-Simplified Acquisitions (Other Than Commercial items) Data Rights: • FAR Clause 52.227-14, Rights in Data - General (May 2014) • FAR Clause 52.227-17, Rights in Data--Special Works (December 2007). The Government has unlimited rights to all documents and materials produced under this contract. All documents and materials, to include the source codes of any software, produced under this contract will be Government owned and the property of the property of the Government with all rights and privileges of ownership and copyright belonging exclusively to the Government. These documents and materials cannot be used or sold by the contractor without written permission from the Contracting Officer. All materials supplied to the Government will be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights. Confidential Treatment of Sensitive Information: • The Contractor shall guarantee strict confidentiality of the information/data that it is provided by the Government during the performance of the contract. The Government has determined that the information/data that the Contractor will be provided during the performance of the contract is of a sensitive nature. Disclosure of the information/data, in whole or in part, by the Contractor can only be made after the Contractor receives prior written approval from the Contracting Officer. Whenever the Contractor is uncertain with regard to the proper handling of information/data under the contract, the Contractor shall obtain a written determination from the Contracting Officer.
