- Pursuant to FAR 13.106-1(b)(1)(i), for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source (brand name) if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The requirement will be competed as a sole source amongst resellers of Nagios Software, for additional support and licenses which include an upgrade of services. The Office of Chief Information Officer\Network Management supports the agency mission by managing and operating Office of Personnel Management's (OPM) Information Technology (IT) infrastructure. This includes the implementation, management and maintenance of workstations, local and wide area networks, data communications, servers, SysAdmin, Audit, Network and Security (SANs), licenses and IT security initiatives within a sound IT project management framework. In carrying out its mission of efficiently operating OPM's IT Infrastructure; Network Management has deployed the Nagios XI software. This software provides monitoring of all mission critical infrastructure components including applications, services, operating systems, network protocols and system metrics. On 17 June 2016, Nagios XI software was purchased on a maintenance only basis using a Government Purchase Card as it was below the micro-purchase threshold. The new procurement will provide support functions for the Unlimited Node and 100-Node Nagios XI software, which was not included under the original procurement. Additionally, the program office requires Nagios Network Analyzer as well as a Phone Support bundle to handle any incident that may occur on the program office network. As the original software maintenance had a period of performance beginning on 17 June 2016, the new procurement will have an approximate three month base period to coterm with the original end date of the software. As this is a recurring need, options will be included and evaluated before an award is made. This procurement will result in an upgrade of services to coterm with the current Nagios XI software as well as additional support to include the Network Analyzer and phone support. In order to coterm the upgrade with the existing support this requirement will have a base period of three months with two (2) one-year option periods. The period of performance for the base is 08 March 2017 through 16 June 2017; with the additional options years period of performance of 17 June 2017 - 16 June 2019 This requirement will be 27 months in length if all options are exercised and has an estimated value of $X. In addition to the functions of the Nagios XI software, the Network Analyzer provides an in-depth look at all network traffic sources and potential security threats allowing system admins to quickly gather high-level information regarding the health of the network as well as highly granular data for complete and thorough network analysis. It also provides an at-a-glance view of critical netflow or sflow data sources, server system metrics, and abnormal network behavior for quick assessment of network health. Users can easily drill down to see specific information on individual Internet Protocols (IPs), source port, destination port, or any combination thereof. The software suite will analyze the systems and applications used by the Government and along with support provided by Nagios will combat the issues that have beset the agency. As stated earlier, Nagios software is already in place and this procurement will upgrade services to include support from the manufacturer. Furthermore, other commercial software that is similar to in capabilities would require the Government to update their systems to ensure compatibility and require Government personnel to be trained on new software. As such, costs of procuring software other than Nagios would result in costs exceeding 100% of the current estimated price. Market research was conducted by OPM using GSA Advantage, NASA SEWP V, general web based queries, and contacting knowledgeable individuals within the Government. Market research identified similar products to Nagios software but other commercial software would have to undergo extensive customization, training and configuration including the rewriting of all custom scripts, which would not be in the best interest to the Government in terms of both time and money. A notice will be publicized IAW FAR 5.202. Based on the foregoing, the subject solicitation will be issued as a brand name acquisition. Competition will be limited to four small businesses identified within the market research document. The four businesses are authorized resellers of Nagios software per the manufacturer. In addition, the solicitation will be procured on the open market as there is only one authorized reseller that could be found on the GSA schedule and none on NASA SEWP V; however, many exist on the open market. In order to foster competition, the requirement will be procured in accordance with the policies and procedures in FAR Part 13 - Simplified Acquisition Procedures. Pursuant to FAR 13.106-1(b)(1)(i), for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source (brand name) if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.
