- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION UNDER FAR PART 13. The National Institute of Standards (NIST) Information Technology Laboratory (ITL) is in need of a commercially available Tunable Laser Source. ITL is building a prototype quantum repeater for long distance secure quantum communications and for future quantum networks. In this research, quantum information is stored and/or processed in a quantum memory, which operate in the near visible optical wavelength range. In our case, a quantum memory being developed in the lab works at 895 nm. The output photons from the quantum memory at 895 nm need to be converted into the telecommunication band (such as near 1550 nm) that can transmit in optical fibers for long distance with low losses. In previous years, ITL developed such technology for single photon frequency conversion in our lab at NIST. This technology uses a strong pump laser in the Mid-IR range near 2118 nm to convert signal photons at 895 nm into the telecom wavelength at 1550 nm in a nonlinear optical crystal. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 Employees. However, this requirement is unrestricted and all interested vendor's may submit a quote. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95. All offerors shall provide a quotation for the following Line Item: CLIN 0001 (Firm-Fixed Price) Description: Tunable Laser Source Quantity: 1 each Must meet the following minimum specifications: -CW single frequency tunable Cr:ZnS/Se laser -Wavelength tuning range: best effort 2050 2000 nm to 2300 nm (mode-hop free frequency tuning within 10 GHz range around any center wavelength in the tuning range). -Single TEM00 mode with a typical linewidth < 1 MHz. -Free space optical output power over the whole range of tunability > 1 W. -Linear polarization, horizontal >100:1 -Laser output beam: size ~1.5 mm, best effort to achieve divergence 0.3 mrad, Quality, M2 < 1.1. -Fiber pump laser at 1908 nm in 3U 19" rack ________________________________________ PROVISIONS AND CLAUSES: FAR 52.252-2 CLAUSES INCORPORATED BY REFERENCE (FEB 1998) The following provisions and clauses apply to this acquisition and are hereby incorporated by reference. L. 113-235), Government agencies are not permitted to use funds appropriated (or otherwise made available) under that or any other Act for contracts with an entity that requires employees or subcontractors of such entity seeking to report fraud, waste, or abuse to sign internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or subcontractors from lawfully reporting such waste, fraud, or abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information. (End of provision) 52.203-99, Prohibition on Contracting with Entities that Require Certain Internal Confidentiality Agreements (DEVIATION 2015-02) (FEB 2015) (a) The Contractor shall not require employees or subcontractors seeking to report fraud, waste, or abuse to sign or comply with internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or subcontractors from lawfully reporting such waste, fraud, or abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information. (b) The contractor shall notify employees that the prohibitions and restrictions of any internal confidentiality agreements covered by this clause are no longer in effect. (c) The prohibition in paragraph (a) of this clause does not contravene requirements applicable to Standard Form 312, Form 4414, or any other form issued by a Federal department or agency governing the nondisclosure of classified information. (d)(1) In accordance with section 743 of Division E, Title VII, of the Consolidated and Further Continuing Resolution Appropriations Act, 2015 (Pub. L. 113-235), use of funds appropriated (or otherwise made available) under that or any other Act may be prohibited, if the Government determines that the Contractor is not in compliance with the provisions of this clause. (2) The Government may seek any available remedies in the event the Contractor fails to comply with the provisions of this clause. (End of clause) Addendum to Far 52.212-1, Quotation Preparation Instructions: 1. Price Quotation- The Offeror shall propose a firm-fixed-price for all Line Items. Price quotations shall remain valid for a period of 90 days from the date quotations are due. 2. Technical Quotation- The technical quotation shall address Technical Capability. The offeror shall submit a technical description or product literature for the equipment it is proposing, which clearly identifies the manufacturer, make and model. The offeror must demonstrate that its proposed equipment meets or exceeds each minimum requirement described in the statement of work by providing a citation to the relevant section of its technical description or product literature. Offerors shall submit Documentation showing that they are authorized resellers of the item(s) or manufacturer of the proposed item(s). Award will not be made to any offeror without requested documentation. Quotation Evaluation: Basis for Award shall be technically acceptable/ lowest price. The Government will evaluate quotations based on the following evaluation criteria: (1) Technical Capability and (2) Price. 1. Technical Capability Offeror's technical quotation will be evaluated to determine if the Offeror provides a technically, compliant approach that meets the requirements of the Government's Technical Specifications. An evaluation of Technically Acceptable / Non-Acceptable will be assigned upon completion of the technical quotation evaluation. Offerors who fail to provide sufficient information (e.g. documentation, specifications, etc.) that clearly demonstrates an ability to meet the Government's technical specifications willl be considered non-acceptable. If an evaluation of Non-Acceptable is received, the Offeror will not be considered for Award. 2. Price Price will be evaluated to determine if its fair and reasonable. Due Date and Response Information Offerors capable of furnishing the specified products in this combined synopsis/solicitation should submit their quote in writing to: Prateema Carvajal electronically at prateema.carvajal@nist.gov. FAX quotations shall not be accepted. Offerors shall submit their quotations so that NIST receives them not later than March 6, 2017, 8:00 am, EST.
