- Attachment B Attachment A SOW Attachment 3 Attachment 2 Attachment 1 RFQ RFQ Letter This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. This announcement constitutes a solicitation only; quotations are being requested and a separate synopsis will not be issued. This solicitation document is issued as a Request for Quote (RFQ). When submitting quotes, please reference RFQ number SFSIAQ17Q4004. The U.S. Department of State, Foreign Service Institute, Office of Acquisitions, intends to establish a single Blanket Purchase Agreement (BPA) for a period of five (5) years for the Foundations of Public Diplomacy PY100 workshop in accordance the attached Statement of Work and BPA Terms and Conditions. The call limit for this BPA will be $10,000.00 with an overall BPA limit of $140,000.00 over 5 years. The RFQ is unrestricted. Offerors must be registered in the System for Award Management (SAM) to be considered for award; or prior to the establishment of a BPA. Offerors may register at www.sam.gov. A Dun and Bradstreet number is required in order to register. Questions regarding this RFQ should be sent via email to: harrisal2@state.gov. Questions are due no later than March 15, 2017 at 11:00 a.m. Eastern Time. Any questions that are received in conjunction with this solicitation and the corresponding responses by the government will be posted as an amendment at Federal Business Opportunities, website: www.fbo.gov. Quotes for this RFQ shall be sent to the contracting officer via email to: harrisal2@state.gov. All submitted quotes will include any discounted pricing. Quotes are due by 5:00 p.m. Eastern Time, March 29, 2017 and are required to be valid for a minimum of 60 days. Further instructions are provided in Attachment 1 of the solicitation. NOTE: Successful Offeror is required to complete and submit FAR 52.212-3 - "Offeror Representations and Certifications - Commercial Items" through the System for Award Management (SAM) database; if this information is already entered into the SAM database, please indicate so. This RFQ form shall be completed and submitted in addition to any other quote form utilized by the firm. Unit pricing is all-inclusive. Please thoroughly review the attached Statement of Work for a full description of services required prior to providing pricing. See attachments.
