Description
The National Park Service, Southeast Region intends to award a Firm Fixed price contract for ship repair services for Motor Vessel Fort Jefferson at Dry Tortugas National Park, 33 East Quay Road, Key West, FL 33040. The Fort Jefferson is berthed at the U. S. Coast Guard Base, Key West, Florida. This requirement is being procured in accordance with FAR Part 6.302-1, only one responsible source. The determination to select SwiftShips, LLC for the repair services is that they are the original equipment manufacturer (OEM) of the vessel. Utilization of non-OEM is not authorized for this action due to safety concerns arise from improper installation of equipment on the vessel. Additionally, it is in the best interest of the Government to stay with the OEM throughout the process to decrease potential costs on the overall project by saving on unnecessary manpower for reinstallation of part to the OEM specs, as has been the case in the past. The attached crane and engine controls are two aspects of the vessel that have been severely compromised due to last of expertise of non-OEM contractors. Additionally, due to the damage caused to the propulsion system of the vessel, the contractor will be analyzing the engine controls to determine how much damage have been caused by the vibration of improper installation of parts and propellers and how that is affecting the engine controls. The OEM will be tasked to offer solutions on how the problem can be corrected. Since it owns the proprietary rights of the design of the vessel, it is the only source that can provide the engineering services required to re-establish the functionality of the vessel to the designed specs. NAICS Code: 336611, Ship Building and Repairing, Standard business size is 1250. The National Park Service is presently using FEDBIZOPPS to issue synopsis for Notice of Intent to Award Sole Source Justifications and Sources Sought. The synopsis may be viewed online at: http://www.fedbizopps.gov. Fedbizopps will be the only means of obtaining the amendments and will be able to receive electronic notification of solicitations and awards. CAUTION: This synposis will be issued electronically as will any amendments. The Government is under no obligation to maintain a bidder's list. It is incumbent for any interested parties to obtain any amendments which may be issued. All questions pertaining to the synopsis can be directed to celinda_hicks@nps.gov or by calling (305) 242-7742. This is a sources sought for interested vendors for this project. A solicitation will not be released for this requirement if no vendors are interested. If NPS does not receive interest from the industry, this will be a notice of intent to award on a sole source basis to Swiftships, LLC.
