Description
GENERAL: This is a pre-solicitation notice only and does not constitute a solicitation; accordingly, no response is due at this time, nor will any questions of a technical or contractual nature be answered. Those questions will only be answered via an amendment to the solicitation once it is issued. The Veterans Benefits Administration anticipates issuing a solicitation for the following project. PROJECT TITLE: Room 214A Mechanical Remediation PROJECT SCOPE: Contractor will assign a licensed and qualified Industrial Hygienist to oversee the remediation process. Scope of work will include but not limited to conducting pre assessment of area; erecting a negative air containment structure; establish a decontamination site adjacent the containment area; remediate areas of visible mold; assess conditions in the wall interior; provide final cleanup and demobilization; provide bulk and air sampling and analysis prior, during and after the mold remediation; investigate and report on the source of the factors contributing to the mold growth. All drywall inside of mechanical room 214A will be removed and as well as the inside drywall along the East and South walls. End state will be all effected drywall and insulation has been replaced, finished for painting, painted (base plus 2 top coats), carpet returned, ceiling grid and ceiling tiles replaced and wall base installed; room is returned to like new condition. PLACE OF PERFORMANCE: St. Petersburg VA Regional Office, 9500 Bay Pines BLVD., St. Petersburg Florida. The solicitation number is VA101V-17-Q-0128. Specific instructions on submitting offers will be contained in the solicitation documents. It is anticipated that the solicitation will be issued on or about 23 Mar 2017. The entire solicitation package, including all attachments, will be available electronically at www.fbo.gov. Paper copies of this solicitation will not be made available. ESTIMATED MAGNITUDE OF CONSTRUCTION: In accordance with Veterans Administration Acquisition Regulations (VAAR) 836.204, the project magnitude is estimated to be between $25,000 and $100,000. PROCUREMENT TYPE: The Government anticipates negotiating and awarding a single firm-fixed price contract to the offeror is determined to be the best value. IAW FAR 13.106-2 The Government will determine the best value by using price and other factors through comparative evaluations of offers. Other evaluation factors include project approach, schedule and past performance. SET-ASIDE: This acquisition has been set-aside for Total Service Disable Veteran Owned Small Business concerns. Offers received from concerns that are not Total Service Disable Veteran Owned Small Business concerns will be considered nonresponsive and shall be rejected. Contractor must have an active System for Award Management (SAM) Registration. DUNS numbers are NOT in the Excluded Parties List System (EPLS), and are NOT listed on the List of Parties Excluded from Federal Procurement or otherwise ineligible to receive an award. NORTH AMERICAN INDUSTRIAL CLASSIFICATION SYSTEM (NAICS) CODE AND SMALL BUSINESS SIZE STANDARD: The NAICS code for this project is 236220 and the small business size standard is $36.5 MIL. PROJECT COMPLETION DATE: The project timeline is expected to be approximately 60 calendar days following the issuance of the notice-to-proceed. SITE VISIT: It is anticipated that a Site Visit will be held. Specific details regarding the site visit will be provided in the solicitation. SYSTEM FOR AWARD MANAGEMENT: Offerors shall be required to have a DUNS number and an active registration in SAM, System for Award Management (www.sam.gov) in order to conduct business with the Federal Government.
