- Intent to Sole Source: Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) on behalf of PSC, Substance Abuse and Mental Health Services Administration (SAMHSA) intends to sole source to: Deloitte Consulting LLP 1919 N Lynn St Arlington, VA 22209-1742 Deloitte Consulting, LLP is the implementing partner for the USAID-supported Health Systems Strengthening for a Sustainable HIV/AIDS Response in Ukraine project (HSS-SHARe). As such they are well positioned to conduct the Policy Assessment on the issue of Substance Use Disorders Treatment System. They current have been providing technical assistance to the Government of Ukraine in three main areas of HIV response - policy development, health financing, and human resources. Some of the key focus areas of HSS-SHARe support include: Support national public health system reform and establish the National Public Health Center HSS-SHARe played a leading role in supporting the Ministry of Health (MOH) in public health system reform efforts. Deloitte conducted an analytical review, providing justification for the establishment of the National Public Health Center through the consolidation of several national institutes into a single national public health agency. Deloitte was also a major contributor in the development of the "Concept for the development of the national public health system" that was recently approved by the Cabinet of Ministers of Ukraine. Additionally, Deloitte proposed a draft organizational chart for the new National Public Health Center (NPHC) and developed scenarios for public health system financing. Deloitte has also provided capacity building support to the MOH PH department, Ukrainian Center for Disease Control (UCDC) leadership, and former State Epidemiology Service (SES), by conducting a series of seminars on priority PH topics aimed at strengthening their capacity in PH issues. Furthermore, aiming to support the development of regional public health centers, the project provided technical assistance to several regional administrations to develop regional PH centers. Technical assistance in the development of the Strategy for a sustainable response to TB, including drug-resistant TB, and HIV/AIDS for the period until 2020 Deloitte provided technical assistance to the Ministry of Health in developing the Strategy and implementation plan for a sustainable response to TB, including drug-resistant TB, and HIV/AIDS for the period until 2020. The Project served as a technical secretariat for the Strategy development process, which included facilitation of working group meetings and coordination with key stakeholders, including MOH, UCDC, USAID, the Global Fund, UNAIDS, other government agencies and non-governmental organizations. As a result, the Strategy and the implementation plan were approved by Ukraine's Country Coordination Council for HIV and TB (CCM), and with the endorsement of the Cabinet of Ministers, will serve as the country's main document for formulating strategies for new national and regional AIDS programs. Legal Environment assessment for HIV in Ukraine Deloitte conducted a Legal Environment Assessment for HIV to identify gaps in national policies and implementation, in the midst of Ukraine's health system reform. The goal of the assessment was to evaluate the degree to which the legal and policy environment for HIV in Ukraine supports the treatment and prevention of HIV, key populations of interest, and equal opportunities and legal protection for those living with HIV. The analysis revealed policy and legislative barriers and developed recommendations for various branches of Ukrainian government. This includes the implementation of several recent laws, policies, and regulations that aim to strengthen the HIV legal environment in Ukraine, paying special attention to the implementation and enforcement of all regulations to support key populations.
