Page 1 of 3 ****************** PRE-SOLICITATION VA101V-17-R-0113 *************** THIS IS NOT A REQUEST FOR COMPETITIVE BIDS OR PROPOSALS AT THIS TIME. ******************* THIS IS A PRE-SOLICITATION NOTICE ONLY ********** The VBA Regional Office, Des Moines, IA in intends to solicit and negotiate a firm-fixed-price contract for a contractor to complete modifications to a Chapter 31 Veteran s residence located in Mechanicsville, IA. A Request for Proposals (RFP) for this project is estimated to be released on or about March 23, 2017. Details of all dates and events, including site visit will be available in the upcoming solicitation. Interested parties are encouraged to periodically re-visit the Federal Business Opportunities (FBO) website: www.fbo.gov for further information concerning this intended acquisition. PROJECT DESCRIPTION: The contractor shall provide all labor, materials, equipment, supplies and supervision necessary to complete residential home modification consistent with meeting the independent living needs of a disabled Veteran. Work to be performed includes providing a house addition forming an accessible private bedroom for the Veteran, a direct ramp egress, an accessible bathroom, a more accessible front entry and hard surface flooring throughout the main level of the house with additional structural support. The work will include construction of a bedroom addition of 140 square feet with an egress door and exit ramp, and replacement of the shower, toilet and vanity top in the bathroom. The new bedroom will be complete including new lighting, outlets and HVAC service. It will also include construction of an extension enlarging the front vestibule with wider access to allow for better wheelchair access and egress. The work will include strengthening the main level floor with structural grade plywood and a new hard surface flooring throughout the living area, bathroom and new bedroom. The work will includes additional electrical and HVAC loads for the bedroom addition and the electrical service and HVAC capacity to accommodate it needs to be verified. Adding the new bathroom fixtures may affect the existing water heater capacity and the heater should be inspected to determine its acceptable reuse. The existing floor should be inspected by licensed engineers to determine needed support for plywood subflooring and wheelchair use. All work will comply with the Americans with Disability Act (ADA) specifications. The Estimated Cost Range for this project is between $100,000.00 and $250,000.00. This acquisition will be awarded under the Veterans First Contracting Program as a total 100% set-aside to eligible Service-Disabled Veteran-Owned Small Business (SDVOSB) firms. The applicable North American Industry Classification (NAICS) code for this procurement is 236118 Residential Remodeler. The Small Business size standard is $36.5 Million.
