- The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Airbus D&S, (formerly Astrium GmbH) of Friedrichshafen, Germany for the purchase of one (1) spare velocity selector to supplement NIST's existing Airbus D&S velocity selectors inventory under other than full and open competition by the authority of 41 U.S.C. 1901. NIST has a requirement for a second Airbus D&S VSANS instrument neutron velocity selector, (NVS). This instrument, located at the NIST Center for Neutron Research (NCNR), currently utilizes an Airbus NVS. The second unit is required to provide continuous instrument operation during the time period the original unit, NVS-060, is sent back to Airbus for required periodic maintenance. This scheduled maintenance occurs approximately every two years. The spare selector is required to fill the five-month operational gap that takes place during selector servicing. The NCNR has been purchasing neutron velocity selectors over a period of several years from Airbus. To date, Airbus D&S has supplied NIST with eight high resolution Neutron Velocity Selectors. The required NVS must not only be compatible with the allocated space and existing mounting assembly used by NVS-60, but also interface with the proprietary control hardware components and associated software that operate the existing array of Airbus neutron velocity selectors the NCNR owns. New hardware/software controls are not part of this procurement. To reduce costs, the procured selector will use the existing Airbus controls. The electronics and software for these units are proprietary, and are designed specifically for these NVS units. The electronics and software will not be available for loan for the purpose of developing a competitive velocity selector. Airbus D&S is the only contractor that can provide the required velocity selector that is not only compatible with the existing proprietary control hardware components and associated software, but also with the allocated space and existing mounting assembly. Therefore, Airbus D&S is uniquely qualified to provide the required equipment. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractor's commercial schedule. This requirement is expected to be awarded in July, 2017. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 1000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 3:00 p.m. (EST) on March 27, 2017. Inquiries will only be accepted via email to donald.collie@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
