Description
The U.S. EPA, National Vehicle and Fuel Emissions Laboratory (NVFEL) located in Ann Arbor, Michigan intends to negotiate on a sole source basis with IHS Global in order to obtain data and specific subsets of the data on the national average truck payloads by truck class under the authority of FAR Part 13.106-1(b). This requirement will utilize FAR Parts 12 and 13, Commercial and Simplified Acquisition Procedures. IHS Global has up-to-date, representative data, on average commercial payloads for trucks. This data is already segmented by truck class, and by model year within each class, covering classes 2B, 3, 4, 5, 6, 7, 8A, and 8B. The data also contains weighting factors for each model year and class. These weighting factors include the number of vehicles, number of miles driven annually, and number of trips taken annually for each class/model year combination. IHS Global will provide the data to EPA based on a weighting factors which the quality of data is available to support. IHS Global will compile the payload data using the data in its possession from local, state, and federal agencies, and data from private surveys. IHS Global is the only known source able to satisfy the Government ¿s need because it possesses this proprietary data. THIS NOTICE IS NOT A REQUEST FOR QUOTATION. However, any firm believing itself capable of providing the data with the specific information requested by EPA may submit technical documentation to establish their capability. Such documentation must be submitted to the Contracting Officer within 15 calendar days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses received will normally be considered solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
