- As a supplement to Special Notice "EQPCAA-17-0001" posted March 14, 2017, be advised that the General Services Administration, Public Buildings Service (GSA/PBS) utilizing Simplified Acquisition Procedures (FAR Part 13), the GSA/PBS Office of Design and Construction intends to make a sole-source award to U.S. Green Building Council, Inc. (USGBC) under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. GSA/PBS Office of Design and Construction is seeking to promote best practices in sustainable design, construction, operations and maintenance of buildings which furthers PBS' mission to provide superior workplaces for federal customer agencies at good economies to the American taxpayer. USGBC provides the Leadership in Energy and Environmental Design (LEED) green building rating system and assists its members with training and resources and with networking and professional development opportunities, including resources that include Federal, State, and local governments. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The NAICS code is 611710. Interested parties may identify their interest and capability to respond to this requirement. This notice is not a request for proposals. The Government will consider all responses received by 10:00 A.M. EST, March 24, 2017. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
