- Mission and Installation Contracting Command (MICC) Fort Hood is issuing a PRE-SOLICITATION NOTICE for an Invitation for Bids (IFB) firm fixed price construction contract to Renovate and Reconfigure Admin Space, Building 36000, Fort Hood, Texas. This acquisition is 100% set aside for Historically Underutilized Business Zones (HUB Zones) under NAICS 236220 (Size Standard $36.5 Million). The magnitude of the procurement is estimated to be between $500,000 and $1,000,000. The purpose of this project is to renovate and reconfigure areas in building 36000 to serve as administration space. This includes, but not limited to, demolition and construction of walls, door and hardware maintenance and installation, demolition and installation of new finishes, removal of furniture and various electrical/plumbing/fire suppression elements to support floorplan changes. The contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. All work under this contract will be performed within the confines of the Fort Hood Military Installation, at Fort Hood, TX. The Wage Determination: General Decision Number: TX170279 01/06/2017; Superseded General Decision Number: TX20160279; State: Texas; Construction Type: Building; County: Bell County in Texas, will govern work under this contract. The bid guarantee in the amount shall be at least 20% of the bid price or $20,000.00, whichever is less. Performance and payment bonds must equal 100 percent of the original contract price. A tentative organized site visit will be conducted for this procurement on 12 April 2017. Details of that site visit will be available in the solicitation. The tentative dates for issuing the solicitation is 5 April 2017, bid opening 5 May 2017 and completing contract performance 180 days after notice to proceed under solicitation number W91151-17-B-0007. The technical exhibits will be available for inspection without charge thru the Federal Business Opportunity (FedBizOpps) at www.fbo.gov. No paper copies of this solicitation are available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to all documents. Interested parties must be currently registered in the System for Award Management (SAM) at www.sam.gov to receive a government contract award. Bidders shall register in SAM at www.sam.gov.
