- PRE-SOLICITATION NOTICE This notice is to correct the RFP number that was previously issued VA101-17-R-0326 the correct RFP number associated with this project is VA101-17-R-0327 The Department of Veterans Affairs (VA), Office of Construction and Facilities Management (CFM), in Washington, DC, (425 I Street NW Washington, and DC 20001) is issuing this pre-solicitation notice for the Puerto Rico National Cemetery Replacement (Morovis)" project # 871PC2031. This acquisition will be solicited pursuant to the Veterans First Public Law 109-461 as a Small Business Set-Aside. SDVOSB or VOSB firms that submit will be given preference in accordance with the FAR and VAAR acquisition directives. There will also be sufficient subcontracting, teaming and Joint venture opportunities for SDVOSB s, VOSB s and small businesses in this acquisition opportunity. Small Business set-aside procurement is the most advantageous strategy for the government. The awarded contractor is required to perform a minimum of 15% of the construction work on the project. This does not include administrative paperwork, submittals, etc. DO NOT SEND QUESTIONS TO THIS NOTICE. QUESTIONS WILL BE ACCEPTED ELECTRONICALLY AFTER THE SOLICITATION HAS BEEN PUBLISHED. The contractor shall furnish all supervision, labor, tools, materials, supplies, and travel, to perform work under this project. Project Description: This project will develop approximately 9,300 gravesites for casket interment, 3,000 columbarium niches, 1,750 in-ground sites for cremated remains for a total of 14,050 interment sites. The project will also include memorial walls to commemorate those whose remains are not available for interment. To optimize the use of available land for gravesites, the project will install pre-placed concrete crypts. First phase will include an early turnover burial area, with temporary administrative and maintenance facilities, temporary committal shelter, minimal roads and utilities. The total Phase 1 development will develop approximately 50 acres to provide for about ten years of burial capacity. In addition to the gravesite development, the construction includes access roads and entrance area, flag/assembly area, committal shelters, an administration building/public information center with electronic gravesite locator and public restrooms, maintenance complex, honor guard building, memorial walkway/donations area, utilities, signage, site furnishings, fencing and irrigation system. The approximate project duration will be approximately 990 calendar days from the Notice to Proceed. The estimated magnitude for this project is between $20,000,000 and $50,000,000. The North American Industry Classification System (NAICS) of 237990 (Other Heavy and Civil Engineering Construction) with the size standard of $36.5 Million CFM intends to conduct this acquisition in accordance with FAR Part 15, contracting by Negotiation. The work to be performed will be at the Road PR-137, KM11 Franquez Ward Municipality of Morovis. The applicable NAICS code is 237990 with a size standard of $36.5 million and, 236220 with a size standard of $36.5 million. The Solicitation (RFP) will be issued on or about March 27, 2017. The Government intends to award a firm-fixed-price contract. The period of performance shall be 990 days from the Notice to Proceed issue date. This notice is not a request for competitive offers. A pre-proposal conference shall be held at a date, time and location provided in the solicitation. In accordance with VAAR 836.204, Magnitude of Construction is expected to be between $20,000,000.00 and $50,000,000.00. This notice is not a request for competitive offers. The Department of Veterans Affairs (VA), Office of Construction and Facilities Management (CFM), reserves the right to use only FedBiz-Opps, via the internet, to provide notification of any amendments to this RFP. By registering at http://www.fbo.gov the Offerors will have access to downloading plans, specifications and amendments, which will be available only in Adobe PDF electronic format. The Offerors must be registered in SAM and have a DUNS Number to download documents. By registering for the Register to Receive Notification list at http://www.fbo.gov, you will be notified by e-mail of any new amendments that have been issued and posted. No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. It is the Contractor's responsibility to view the FBO website daily as no other notification of amendments will be provided. Offerors must be listed in the Vendor Information Pages at www.vetbiz.gov and currently registered in the System for Award Management, www.sam.gov. SOLICITATION and AMENDMENTS: Prospective Offerors must obtain copies of solicitation documents from http://www.fbo.gov which will be available on or about March 27, 2017. Telephone calls will not be accepted. PRE-PROPOSAL CONFERENCE/SITE VISIT: Pre-proposal conference information will be outlined in the RFP. There will be no public bid opening. All Offerors must ensure that their firms have the ability to provide both 100% Performance and Payment Bonds. In addition, Offerors will be required to submit a bid guarantee (Bid Bond) with their proposal. The proposals will be evaluated and award made utilizing the best value method per FAR Part 15.
