Notice Type: Request for Information Solicitation: N62470-17-Q-5012 Date: 16 March 2017 Response Date: 23 March 2017, 2:00 PM EDT Classification Code: V-Passenger Rail Service NAICS Code: 488210 Support Activities for Rail Transportation THIS IS NOT A SOLICITATION ANNOUNCEMENT. This is a Request for Information (RFI) announcement only. This is a market research tool being utilized in accordance with DFARS PGI 206.302-1 to obtain information to be used in a Justification and Approval for Use Other Than Full and Open Competition under the authority of FAR 6.302-1. The information received will be used within Naval Facilities Engineering Command (NAVFAC) Atlantic to facilitate the decision making process. It is not to be construed as a commitment by the Government for any purpose other than market research and is not restricted to a particular acquisition approach. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Respondents will not be notified of the evaluation, and any information submitted by respondents to this notice is strictly voluntary. NAVFAC Atlantic intends to issue a sole source, firm-fixed price contract to Rete Ferroviaria Italiana to provide services necessary to permit access allowing a new railhead constructed under P15001 (Improve Weapons Storage Facility) to tie into the Italian rail system that services Camp Darby as follows: Project P15001 Improve Weapons Storage Facility constructs a new railhead originating at the Italian Station Tombolo located along the line Pisa-Livorno. The line continues across the Navicelli Canal and into the ASA Weapons Storage Facility. While the new railhead will be constructed under P15001, that railhead must connect to the Italian rail system for P15001 to be complete and usable. The Italian rail system that provides rail service to Camp Darby is owned by Rete Ferroviaria Italiana, and the company controls operations of all rail cars on all lines serviced by their locomotives. The proposed contract with Rete Ferroviaria Italiana will allow access to the Italian rail line via an adjacent track constructed parallel to the existing right-of-way track to support the movement of cars to and from the newly constructed railhead. NAVFAC Atlantic is requesting information on the capabilities of other vendors to provide the services outlined above. NAVFAC Atlantic does not anticipate that other vendors would have the requisite authority to provide services outlined above as related to the rail system servicing Camp Darby, which is owned and operated by Rete Ferroviaria Italiana. It is requested that all interested vendors submit to the contracting office a brief capabilities statement package (no more than 2 pages single-sided and 1 page double-sided in length, singled-spaced, 12 point font minimum) demonstrating the ability and authority to alter the rail system owned and operated by Rete Ferroviaria Italiana, specifically related to the unimpeded access for construction of P15001, which requires the alteration of the Rete Ferroviaria Italiana rail system. Responses shall include a company profile to include DUNS number and CAGE Code.
