- Draft Statement of Work In preparation for an upcoming procurement, the National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Norfolk, VA on behalf of the National Ocean Service (NOS), Office of Coast Survey (OCS), Marine Chart Division (MCD) is conducting market research to determine potential sources for providing program support to the MCD. The North American Industrial Classification System (NAICS) code is 541620, Environmental Consulting Services. The small business size standard for this NAICS code is $15 Million. All interested firms are encouraged to submit a brief, typed Capability Statement in response to this sources sought announcement. NOAA's Marine Chart Division maintains a Nautical Chart System (NCS) that underpins production of NOAA's nautical charts, which are tools for safe, efficient and environmentally sound navigation in United States waters. MCD provides charts and chart products for use in the maritime transportation system that moves over two thirds of all consumer goods purchased in the United States. MCD's current NCS consists of two production systems that maintain and generate nautical chart products for commercial and recreational mariners. The Nautical Chart System I (NCSI) and the Nautical Chart System II (NCSII). These systems are used in tandem to create all of MCD's products and maintain MCD's suite of 1024 charts. The services required are to supplement the MCD nautical charting program existing staff, processes for continual maintenance of nautical source application, and modernization of existing raster and vector chart files. Services necessary to receive, review and process source data are as follows: A.Maintenance of Bentley Map based vector and raster files. B.Maintenance of ArcGIS based vector files for Electronic Navigational Chart cells in the NIS database through application source data. C.Creation and maintenance of ArcGIS based templates for Electronic Navigational Chart cells in the NIS database through application of source data. Standard brochures will not be considered a sufficient response to this notice. Submitted Capability Statements shall include the following: 1.Company name and address 2.DUNS number 3.Type of business (e.g. large business, small business, 8(a),veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and/or women owned small business) as validated via the System for Award Management (SAM) 4.Company point of contact - name, phone, and e-mail address 5.Demonstrate capabilities for meeting the requirements listed above at A., B., and C. as shown in the draft statement of work, and detail of experience providing these services.
