Description

Brazilian Navy S-70B Tactical Operational Flight Trainer (TOFT) Industry Day/One-on-One Sessions/Draft Request for Proposal (RFP)/Government Furnished Information Background and Requirements: The Naval Air Warfare Center Training Systems Division (NAWCTSD) intends to utilize a full and open competitive award process under the Training Systems Contract (TSC) III Multiple Award Contract (MAC), LOT I to award a Firm Fixed Price delivery order for this effort. This procurement is for the design, fabrication, delivery, transportation, installation, verification and validation testing of one (1) Tactical Operational Flight Trainer (TOFT); matching the configuration of the Brazil Navy S-70B aircraft. The S-70B TOFT is procured under Foreign Military Sales (FMS) case BR-P-SDE. The S-70B TOFT will be located at the Sao Pedro da Aldeia Naval Aviation Facility, Brazil. Key performance objectives for the TOFT include but are not limited to; Operational Flight Trainer (OFT), Weapons Tactics Trainer (WTT), Acoustic Sensor Operator (ASO), Tactics Sensor Operator (TSO) crew positions, Collimated Visual Display System, Visual Database consisting of Brazil, Containerized, and Non-motion with Motion Seats. Industry Day and One-on-One Sessions: NAWCTSD is hosting an Industry Day for interested TSC III LOT I Prime contract holders at the NAWCTSD, Partnership II building room 208, on the dates identified below. The purpose of the Brazilian Navy S-70B TOFT Industry Day is for the Government to provide interested TSC III LOT I Prime contract holders an overview of the Brazilian Navy S-70B TOFT program requirements and acquisition strategy. A portion of Industry Day will be classified. Therefore, a visit request will need to be submitted to our security department NAWCTSD SMO code 613395 via the Joint Personnel Adjudication System (JPAS). For clearance validation and authorization to attend this section of the briefing you may contact Michael Stoute by email at michael.stoute@navy.mil or by phone at 407-380-4333. To allow time for processing, deadline for participation requests is COB 12 April 2017. NAWCTSD will also provide an opportunity for each interested TSC III LOT I Prime contract holder to conduct a one-on-one session with the Government on the dates identified below. One-on-one sessions may be conducted via audio conference call or on location at NAWCTSD Partnership II building, rooms 208 and 209, Orlando, FL, at the option of the interested firm. Each one-on-one session with the Government will consist of a period not to exceed 90 minutes in duration. The purpose of one-on-one sessions is to allow interested TSC III LOT I Prime contract holders an opportunity to openly communicate with the Government by providing comments and inputs early enough in the acquisition process for consideration during the development of the technical documentation package. Industry capabilities briefings shall not be included in the one-on-one discussion. One-on-one sessions will be scheduled following request to the Government by each interested TSC III LOT I Prime contract holder. The time of the requested one-on-one session will be sent via email directly to each interested TSC III LOT I Prime contract holder no later than (NLT) COB on 31 March 2017. Requests for a one-on-one session shall be limited to TSC III LOT I Prime contract holders, as identified on the TSC III LOT I Prime contract holder listing. TSC III LOT I Prime contractor holders may invite subcontractors or teaming members to attend the one-on-one session. The following are the planned dates and locations for events related to the Brazilian Navy S-70B TOFT acquisition. 18 April 2017, 9:00AM at NAWCTSD Partnership II room 208 “ Industry Day 18 April 2017 at Partnership II Building, Room 208 “ One-on-one sessions 19 April 2017at Partnership II Building, Room 209 “ One-on-one sessions (if needed) One-on-One Sessions Day 1: Tuesday, 18 April 2017: One-on-One Sessions -2:00 “ 5:15PM: The Government will allot one 90 minute period for each interested TSC III LOT I Prime contract holder requesting a one-on-one session. The Government will host each interested TSC III LOT I Prime contract holder at NAWCTSD Partnership II room 208, Orlando or audio conference call. One-on-one session coordinating instructions will be provided following request by interested TSC III LOT I Prime contract holder to conduct a one-on-one session. Day 2: Wednesday, 19 April 2017: One-on-One Sessions (Continued “if needed) -9:00AM “ 6:00PM This is an overflow day, if needed. NAWCTSD Partnership II room 209, Orlando or audio conference call. Who Should Attend: Any TSC III LOT I Prime contract holders interested in submitting a proposal for the Brazilian Navy S-70B TOFT effort. The Government anticipates awarding a full and open Firm Fixed Price delivery order under the TSC III MAC LOT I. TSC III LOT I Prime contract holder representatives interested in attending the Industry Day and/or participating in a one-on-one session should contact Mrs. Lynn Carlson via email no later than COB 29 March 2017. Please include company name, attendees ™ names, email addresses, phone numbers, and company address to confirm attendance for Industry Day and state if you are interested in scheduling a one-on-one session in the email response. Participation shall be limited to a maximum of three (3) representatives for each interested TSC III LOT I Prime contract holder (including subcontractors and/or teaming members) to attend the Industry Day briefing and one-on-one sessions. Mrs. Carlson will compile an attendee list consisting of name, company, email address and phone number. The listing will be provided to all attendees after Industry Day. Building Access Instructions: 18-19 April 2017: Industry Day and the one on ones meetings will be held in the Partnership II Building at 3100 Technology Parkway, Orlando, FL 32826, next to the NAWCTSD campus. Parking is off Technology Pkwy between Science Dr. and Research Parkway. Draft RFP: The Government is going to make the entire draft RFP available on FedBizOpps except for certain attachments to the RFP due to their markings. These attachments are available for review upon request from interested TSC III LOT I Prime contract holders. Documents requests will be made available via CD once a request is received by Mrs. Carlson with Attachment L-2 Request for Documentation and Non-Disclosure Agreement. Review of the draft documents will allow industry to ask questions and clarify the Government ™s requirements and provide comment(s) on the documents. Based on industry feedback, the Government may elect to make changes to the draft documents provided. The following Attachments, below of the draft RFP will be made available. -Attachment 1 “ DRAFT Statement of Work (SOW) For Brazil Navy S-70B Tactical Operational Flight Trainer (TOFT) -Attachment 2 “ DRAFT Requirements Traceability Matrix (RTM) For Brazil Navy S-70B Tactical Operational Flight Trainer (TOFT) -Attachment L-2 “ Request for Documentation and Non-Disclosure Agreement -Attachment L-4 “ Draft Contract Line Item Number (CLIN) structure (Section B), delivery schedule and option exercise timeframe Offerors are requested to review the draft documents and submit all questions/comments to include Industry Day questions to Mrs. Carlson via email no later than 2 P.M., 26 April 2017. Other Information: As this announcement is provided under the auspices of the TSC III MAC, only TSC III LOT I Prime contract holders may participate in the competition as a Prime. Any interest in subcontracting opportunities shall be addressed to the TSC III Prime contract holders using Attachment L-5 of the draft RFP, TSC III Prime contract holder point of contact list.
