Description
The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for fire protection technical support services. The engineering support services provided by Jensen Hughes, Inc will be to provide on-site and off-sire services in the development and updating of Navy test procedures, analysis of the test data, fire performance criteria, military specifications, commercial test standards, and review of the test reports. The NAICS code is 541330 and the business size is 38.5 millions of dollars. The proposed purchase order is being solicited on a sole-source basis to Jensen Hughes, Inc. The proposed action is for fire protection engineering technical support services, for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: Jensen Hughes, Inc is located within proximity to NSWCCD. Part of this acquisition is for technical support to upgrade and troubleshoot test equipment on the open hood calorimeters and a water mist system that was designed and constructed by Jensen Hughes and as such, only they have the expertise to calibrate and maintain this equipment. Additionally, Jensen Hughes, Inc is uniquely qualified to understand and update Navy specifications for Material Fire Safety as they have previously assisted NSWCCD in the preparation of such standards. Jensen Hughes, Inc is the only fire protection company with in-house fire laboratory facilities specializing in fire research, development, and testing related to shipboard facility. The NSWCCD intends to award a firm fixed-price purchase order to Jensen Hughes, Inc using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 5 April 2017. This notice of intent is NOT a request for competitive proposals. However, all responses received by 04/05/2017, will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
