Description
A Sources Sought Notice is a market research tool used to determine availability and adequacy of potential vendor sources prior to determining the method of acquisition. The intent of this Sources Sought synopsis is to identify vendors for a Firm-Fixed type contract for the procurement of Two-Hundred And Sixty Seven (267) adult, life sized torso training manikins. This requirement is in support of the Military Education and Training Campus (METC), located at Joint Base San Antonio (JBSA)-Fort Sam Houston (FSH) TX, and will be used in the Department of Combat Medic Training (DCMT) course. The METC Department of Combat Medic Training (DCMT) is requesting a single multifunctional manikin to replace 3 separate manikins currently in use in the training platform. It will replace the current airway manikins, breathing manikins, and interosseous manikins with a single manikin that combines all skillsets onto a single multi use platform. Training manikins must enable students to perform surgical airway incisions, multiple needle insertions (with replaceable inserts where sharps instruments will be used) for needle chest decompressions and multiple needle insertions for IO fluid resuscitation. Training manikins must be realistic with ruggedized upper torso and have anatomical landmarks without relying on marked indicators to perform critical airway interventions (nasal pharyngeal, oral pharyngeal, supraglottic airways, endotracheal intubations and surgical airways). Training manikins must be water resistant capable of withstanding extreme weather conditions. Training manikins must enable students to perform life-saving tasks such as maintaining a patient's airway, needle decompression, cricothyroidotomy, interosseous infusion, and intubation. Training manikins shall provide visual indicators such as chest rise and fall, providing real time realistic feedback. Training manikins must have ability for rapid change out of skin plug for surgical airway procedure. Training manikins must encompass airway interventions, breathing interventions (occlusive dressings, needle chest decompressions, chest tube insertions), and fluid resuscitation (sternal interosseous insertion) into a single task trainer. Training manikins must have the following SALIENT CHARACTERISTICS: • FULL LIFESIZE TORSO WITH SOFT HEAD AND NO ARMS • PROBEABLE GUNSHOT WOUNDS • RUGGADIZED - DURABLE LIFELIKE SILICONE SKIN • EASY TO CLEAN AND MAINTAIN • WATER RESISTANT • CAN BE USED INDOOR/OUTDOOR HEAT/COLD • REALISTIC ANATOMICAL LANDMARKS • CAPABLE OF MAINTAINING A PATIENT'S AIRWAY • NEEDLE DECOMPRESSION CAPABLE • FULL SIZE 3.25" 14 GUAGE NEEDLE CAPABLE • CRICOTHYROIDOTOMY CAPABLE • SIMULATED CRICOTHYROIDOTOMY W/LARYNX & REPLACEABLE SKIN PLUGS • INTRAOSSEOUS INFUSION CAPABLE • REALISTIC MANUBRIUM FOR IO TRAINING W/ FLUID INFUSION • NASAL PASSAGES INTUBATION CAPABLE • ORAL AIRWAY CAVITY (W/TEETH & TONGUE) FOR OROPHARYNGEAL INTUBATION • FLEXIBLE JAW W/ INTERNAL TRACHEAL LANDMARKS FOR OROTRACHEAL INTUBATION • REALISTIC FEEDBACK CAPABLE-CHEST MUST RISE AND FALL W/ INTUBATION • MUST INCLUDE STARTER KIT Upon review of industry response to this Sources Sought Notice, the Government will determine the most appropriate acquisition strategy that is in the Government's best interest. The Government intends to solicit and award a Firm-Fixed Price contract. The NAICS Code for this requirement is 339113, Surgical Appliance and Supplies Manufacturing. The anticipated delivery date will be eight (8) weeks from the date of award. A response to this Sources Sought Notice will not be considered an adequate response to any forthcoming solicitation announcement. SUBMISSION REQUIREMENTS: It's imperative that business concerns responding to this Sources Sought Notice articulate their capabilities clearly and adequately. Interested vendors are requested to submit a brief capabilities statement (no more than 1 pages in length, single-spaced, 12-point font minimum) outlining vendor ability to provide the requested items, and/or an electronic link with photos/specification sheets for the requested training manikins. The capabilities statement documentation shall address, as a minimum, the following: 1) Written narrative of the company's technical expertise and capability, presented in sufficient detail for the Government to determine that the company possesses the necessary expertise to compete for this acquisition of training manikins. 2) Company size in relation to the applicable North American Industry Classification System code (NAICS) 339113 and Commercial And Government Entity (CAGE) Code; 3) The socioeconomic status of the company, i.e., small business concern, 8(a) business, HUB Zone small business, small disadvantaged business, woman-owned small business, veteran owned small business, or service disabled veteran owned small business, and; 4) Point of Contact information to include name, email address, telephone and fax numbers.
