Description
The U.S. Army Corps of Engineers, Europe district is soliciting interest for a firm fixed price (FFP) contract for the construction of the Brussels American School, Sterrebeek Annex, Brussels, Belgium. The new Brussels American School involves the new construction of the facility. The contract will include construction of a 72,507sf school to serve 240 students in Pre-K through 12th grade. The project will construct new educational facilities to replace the existing facilities located at Sterrebeek Annex. The school will be composed of a partial one-story learning neighborhood and administrative wing connected to a two-story commons space framed by two story neighborhoods. The facility includes learning hubs, learning studios, and group learning spaces, one-to-one learning spaces, administration spaces, performance space, information center, and kitchen. The project also includes construction of a new athletic field and six lane running track. The project shall include utilities, roads, parking, sidewalls, site improvements, landscaping, fire detection and protection, and all necessary support. Demolition of the existing running track and field is included. The facility is designed in accordance with DoDEA Educational Facility Specifications, Accessibility Guidelines/Architectural Barriers Act (ABA), National Fire Protection Association (NFPA) Life Safety Code, Standards of Seismic Safety for Federally Owned Buildings, and Energy and Water Conservation Standards per U.S. Federal and Host Nation Environmental laws and regulations. The Government intends to evaluate and select, for contract award, one (1) qualified Offeror, whose proposal is determined to be the most beneficial to the Government, with consideration given to both the technical evaluation factors and price. The estimated magnitude of this contract action is between $25,000,000 and $100,000,000. The North American Industrial Classification System Code (NAICS) is 236220 Offerors must be registered in the System for Award Management (SAM) in order to be eligible to receive an award and may call 1-866-606-8220 or visit the website www.sam.gov for more information. The USACE NAU Contracting Office will be the sole point of contact for this action. E-mail responses to the Primary Contracting Point of Contact, Mr. Ian McClary. ian.r.mcclary@usace.army.mil or Mr. Delos Halterman, Delos.C.Halterman@usace.army.mil. The solicitation will be issued in two parts. The initial RFP will include a 20-25 page description of the project on or around 10 April 2017. This description will provide enough information for offerors to prepare Volume I, Technical proposal. Shortly after (on or around 05 June 2017) the complete technical scope of work and contract specifications will be issued which will allow contractors to complete Volume II, price proposal.
