- Description
- The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for a maintenance dredging project located in North Cove, Old Saybrook, CT. This announcement is to determine the interest, availability, and capability of HUBZone, Service-Disabled Veteran-Owned, and Small Business concerns as described below. The NAICS code for this procurement is 237990. The project is planned to be issued on or about June 30, 2017. The construction will occur in the fall/winter of 2017-18 and is expected to take 5 to 6 months to complete. The estimated construction cost is between $5,000,000.00 and $10,000,000.00. The North Cove project consists of mechanically dredging a Federal navigation project which includes an 11-foot deep entrance channel, 11-foot deep anchorage, and 6-foot deep anchorage (below Mean Lower Low Water). Approximately 225,000 cubic yards (CY) of required dredging, with another 62,000 CY of 1-ft allowable overdepth dredging will bring the 11-foot entrance channel, 11-foot anchorage, and a 6-foot anchorage back to their authorized dimensions. A mechanical dredge will be required to remove the predominantly fine grain, silty shoal material and haul it approximately 30 miles west to the Central Long Island Sound Disposal Site (CLDS). CLDS is approximately 6 miles south of New Haven, CT in Long Island Sound. Dredging and disposal operations will be performed between October 1, 2017 and May 31, 2018 to meet environmental time of year (TOY) restrictions. In order to accomplish all dredging requirements within the specified dredging window the equipment will be required to meet a production rate of 75,000 CY per 30 calendar days. Environmental coordination and permitting will be completed by the U.S. Army of Engineers, New England District. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.), type of equipment the firm is proposing to use on the project, and two (2) example projects performed in the last five (5) years showing experience with the proposed equipment at the production rate listed above. Please indicate the team subcontractor(s) (if any), including their prior experience and qualifications, which will be used to support the offeror's effort. Proof of bonding capability is required. The Government anticipates including a Definitive Responsibility Criteria in the solicitation and contract resulting from this market research. Responses are limited to twenty pages and due by April 11, 2017. Responses should be emailed to the Contract Specialist, Jessica Loc at jessica.r.loc@usace.army.mil. Interested firms shall provide the above documentation in one original paper form and one digital copy. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
